TPO - Binh Thuan will establish 691 security and order protection teams at the grassroots level, with a maximum number of members of 2,727 people, reducing 299 people participating in security and order protection work receiving regular monthly support from the provincial budget.
The 11th term People's Council of Binh Thuan province has just passed a Resolution stipulating criteria for establishing security and order protection teams and criteria for the number of security and order protection team members in the area.
Accordingly, Binh Thuan is maintaining the activities of 3,026 members of 3 forces (civil defense, village police officers, civil defense team leaders and deputy civil defense team leaders) with regular monthly support from the provincial budget, including 1,098 civil defense members, 434 police officers, 747 team leaders, and 747 deputy civil defense team leaders.
However, the Law on Forces Participating in Protecting Security and Order at the Grassroots Level was passed by the 15th National Assembly at the 6th session on November 28, 2023, effective from July 1, assigning the Provincial People's Council to stipulate criteria for establishing security and order protection teams and criteria for the number of security and order protection team members in the management area.
Therefore, for villages with a population of less than 800 households, Binh Thuan establishes a security and order protection team with 3 members, including a team leader, deputy team leader and team members. Villages with a population of 800 households or more will establish a security and order protection team with a maximum of 5 members, including a team leader, deputy team leader and team members.

For neighborhoods with a population of less than 800 households, Binh Thuan establishes a security and order protection team with a maximum of 5 members, including a team leader, deputy team leader and team members. For neighborhoods with a population of 800 households or more, a security and order protection team with a maximum of 7 members: a team leader, deputy team leader and team members.
After completing the civil defense force, village police officers, civil defense team leaders and deputy leaders, Binh Thuan will establish 691 security and order protection teams at the grassroots level, with a maximum number of members of 2,727 people, reducing 299 members participating in security and order protection work receiving regular monthly support from the provincial budget.
Regarding the regular support level for 691 security and order protection teams at the grassroots level, the team leader receives 1.8 million VND/month, the deputy team leader receives 1.62 million VND/month, and the team member receives 1.44 million VND/month.
In addition, Binh Thuan province will support 100% of the cost of purchasing health insurance cards for people participating in the security force at the grassroots level. At the same time, it will provide more than 5 billion VND to purchase uniforms for the civil defense force and village police officers. The annual budget (2025, 2026) for purchasing uniforms according to the term ranges from 3.26 - 4.1 billion VND/year.
Binh Thuan also issued regulations on titles, regimes, and policies for part-time workers at the commune, village, and residential area levels and those directly participating in activities at the village and residential area levels; and the fixed operating budget for commune-level socio-political organizations in the area. Accordingly, type I communes arrange 11 cadres and 13 civil servants, type II communes arrange 11 cadres and 11 civil servants, type I wards and towns arrange 11 cadres and 14 civil servants, type II wards and towns arrange 11 cadres and 12 civil servants.
