On November 29, 2024, at Phan Son Commune Cultural House, Bac Binh District People's Committee held a ceremony to announce Resolution No. 1253/NQ-UBTVQH15 of the National Assembly Standing Committee on the arrangement of commune-level administrative units of Binh Thuan province for the period 2023 - 2025.

According to the Resolution of the National Assembly Standing Committee, Bac Binh district adjusted the natural area of ​​4.43 km2 of Phan Lam commune to merge into Phan Son commune. After adjustment, Phan Lam commune has an area of ​​392.30 km2 and a population of 2,785 people.

Previously, on May 22, 2024, the People's Committee of Bac Binh district issued Project 01/DA-UBND on adjusting part of the natural area of ​​Phan Lam commune into Phan Son commune of Bac Binh district. According to this project, the infrastructure after the merger of Phan Lam commune remains the same as before the merger, with the basic situation being lacking.

Specifically, the main infrastructure in Phan Lam commune only includes the following items: Commune People's Committee Headquarters; Commune Police Office; Separate Point (Primary) of Son Lam Primary and Secondary School; Separate Point of Son Lam Kindergarten; Phan Lam Commune Health Station; Commune Post Office; Phan Lam Community House and Ka Ya Mau Cultural House.

Phan Lam is a mountainous commune with a large ethnic minority population. The whole commune has nearly 700 households; including 8 ethnic groups living together; of which more than 80% of the population is Raglay, the rest are K'Ho, Cham, Kinh, Nung, Hoa, Chau Ro...

In particular, Phan Lam commune continues to maintain the commune model without village-level administrative units. Therefore, the commune does not arrange for non-professional workers in the village and does not assign people to directly participate in village activities.

In early 2024, a reporter from the Ethnic and Development Newspaper had a discussion about the socio-economic situation of Phan Lam commune with Mr. Mang Xoa - Secretary of the Commune Party Committee. According to Mr. Xoa, many years ago, the commune had developed a project to establish a village-level administrative unit, sent it to the district and the province for approval; but it has not been approved yet.

Referring to the difficulties of the commune, Mr. Mang Xoa expressed regret that the commune "missed" many investment resources from the state budget, especially from the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas according to Decision No. 1719/QD-TTg (National Target Program 1719).

In the period of 2021 - 2025, according to Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister, Phan Lam is a commune in region I. Therefore, the commune does not benefit from investment capital from the National Target Program 1719, but only has some policy contents to support ethnic minorities in poor and near-poor households from career capital.

It is even more difficult when the commune does not have a village-level administrative unit. For ease of management, the commune has established 6 self-governing groups. These are not administrative units, so they do not meet the conditions for competent authorities to consider whether they are particularly difficult or not.

Phan Lam is one of 07 communes of Bac Binh district within the scope of the fourth survey and collection of information on the socio-economic status of 53 ethnic minorities in 2024. Therefore, the socio-economic conditions of the commune as well as the lives of ethnic minorities in Phan Lam commune were collected in this survey.

More motivation from special policies

Like Phan Lam, infrastructure conditions in Phan Son commune are also lacking and weak. Phan Son is only better than Phan Lam in that the commune has the main campus of Son Lam Primary and Secondary School and the adjusted campus of Son Lam Kindergarten (Phan Lam commune is a separate campus). In addition, Phan Son has a traditional market, while Phan Lam commune does not.

These essential projects are all investment contents of the National Target Program 1719. Although they meet the requirements of ethnic minority population, because they are not located in particularly difficult areas, both Phan Lam and Phan Son are not allocated investment capital from the National Target Program 1719.

Before the merger, the infrastructure status in Phan Lam and Phan Son communes was collected from the fourth socio-economic survey of 53 ethnic minorities in 2024. Bac Binh district, Binh Thuan province needs to carefully analyze and evaluate the information collected from the survey to have appropriate mechanisms and policies to support these two communes.

Binh Thuan has 34 ethnic minorities, with 104,066 people, accounting for nearly 8.4% of the province's population. Ethnic minorities live in 15 pure communes and 32 mixed villages in 8/10 districts, towns and cities of the province.

According to the reporter's research, in recent years, in order to support the socio-economic development of ethnic minority and mountainous areas of the province, in addition to the central government's policies, Binh Thuan province has also implemented 13 specific local policies; however, most of the policies are only supportive.

These include the subsidy policy for ethnic minority students in mountainous and highland villages and communes in Binh Thuan province; the policy of investing in advance of seeds, materials and essential goods to support production development for ethnic minority households in pure communes and mixed ethnic minority villages; the policy of visiting and giving gifts to some ethnic minority people on the occasion of Lunar New Year and traditional Tet of ethnic minorities; the policy of forest protection contracts;...

The breakthrough in Binh Thuan's specific policy planning is the "Infrastructure investment support program for ethnic minority areas in the province for the period 2021 - 2025", approved by the Provincial People's Council at the 3rd session (September 2021). However, in this program, which is considered to have a stimulating impact on most ethnic minority areas in Binh Thuan province, Phan Lam and Phan Son communes have not yet benefited.

Thus, for the two communes that have just merged, Phan Lam and Phan Son, if there are any specific policies for investment and support, we will have to wait until after 2025. It is expected that the third investigation and collection of information on the socio-economic status of 53 ethnic minorities in 2024 in Phan Lam and Phan Son communes will provide accurate data for Binh Thuan province as well as Bac Binh district to evaluate and analyze, thereby having mechanisms and policies to support these two communes.
