Making Binh Phuoc a bright spot in digital transformation

On the afternoon of November 26, in Hanoi, Party Central Committee member, Minister of Information and Communications Nguyen Manh Hung and alternate Party Central Committee member, Secretary of Binh Phuoc Provincial Party Committee Ton Ngoc Hanh co-chaired a working session between the Ministry of Information and Communications and the Provincial Party Committee and People's Committee of Binh Phuoc province.

Also attending were Vice Chairman of Binh Phuoc Provincial People's Committee Tran Tuyet Minh; Deputy Minister of Information and Communications Phan Tam; leaders of a number of units under the Ministry of Information and Communications and representatives of agencies and units of Binh Phuoc province.

The entire working session between the Ministry of Information and Communications and the delegation of the Provincial Party Committee and People's Committee of Binh Phuoc province took place in the form of questions and answers. In which, the leaders of the Ministry and representatives of specialized agencies under the Ministry acted as "virtual assistants", answering concerns and questions about digital transformation of leaders and representatives of provincial departments and branches.

Informing that Binh Phuoc Party Secretary Ton Ngoc Hanh, although having been in office for less than a week, is very interested in digital transformation, Ms. Tran Tuyet Minh informed: The growth rate of GRDP - total product in the area of ​​Binh Phuoc in the 2020 - 2025 term is expected to reach 9%.

Regarding digital transformation, over the past 3 years, Binh Phuoc's DTI ranking increased from 25th in 2021 to 9th in 2022 and ranked 12th nationwide in 2023. The digital economy currently contributes about 10% to the province's GRDP.

In response to concerns from Binh Phuoc leaders about whether digital transformation should be included in the system of indicators in the documents of the Provincial Party Congress for the 2025-2030 term, Minister Nguyen Manh Hung affirmed that this is obvious, because the Party and State leaders have identified digital transformation as the path to develop Vietnam, a new development method to turn Vietnam into a high-income country by 2045, as a strategic choice and top priority.

Commenting on the goals Binh Phuoc plans to set in the new term, based on analysis and clear explanation of why "Low goals are difficult to achieve, high goals are easy to achieve", the head of the Information and Communications sector suggested that in order to easily achieve and innovate the approach, provincial leaders should set high goals.

Specifically, the province's GRDP growth rate should be set at 13%, instead of 10% as expected. Regarding digital transformation, Binh Phuoc should set a goal of becoming a bright spot in the country, so that other localities can learn from it, with a digital transformation ranking in the top 5 localities nationwide by 2030, instead of the top 10 as planned.

Along with emphasizing the great benefits for the locality when transforming digitally such as not costing much money and being able to solve big problems, Minister Nguyen Manh Hung also pointed out: When Binh Phuoc sets high goals, digital technology enterprises will invest heavily in the locality. The Ministry of Information and Communications will also focus on supporting the province to become a model of digital transformation.

Suggesting ways to solve many local problems

Emphasizing the new challenging target that forces the unit to change its approach, Minister Nguyen Manh Hung also showed how Binh Phuoc can achieve high targets. Specifically, to achieve the GRDP growth target of 13%, the province needs to disaggregate and assign specific targets to departments, branches, localities and businesses in the area.

Similarly, with the goal of the digital economy contributing 30% of GRDP by 2030, 3 times higher than now, Binh Phuoc also needs to be divided into small branches to be assigned to each agency and unit. In addition, it is necessary to focus on developing the digital economy of the sector - digital transformation of fields in the area, accounting for about 80%; the remaining 20% ​​is the ICT industry.

Many questions from members of the Binh Phuoc delegation were thoroughly answered by Minister Nguyen Manh Hung at the working session, such as: How to increase the value of agricultural products based on digital transformation; how to attract investment in the local digital technology industry; how to develop digital data to promote the data economy; how to cover mobile signal depressions in places without electricity; funding for investment in security and order surveillance camera systems...

For example, regarding digital infrastructure, so that people can shop online or use online public services, in addition to focusing on popularizing smartphones, Binh Phuoc leaders were also asked to assign the Department of Information and Communications to regularly measure 4G network speeds to quickly improve 4G quality, with the goal of 100% of areas having mobile waves reaching a minimum speed of 40 Mbps.

Regarding data, the important thing is to quickly digitize the province completely, then open the data for businesses to use to develop services. In particular, the government must focus on digitizing data. When opening data, if there are any difficulties, the province can consult the Ministry of Information and Communications.

The head of the IT&T sector also reminded the leaders of Binh Phuoc province of some things that need to be focused on in local digital transformation. That is, digital transformation should start from the "sufferings" and problems of the locality; do not think in a technological way, but think in the direction of what the locality wants to do; choose digital technology enterprises to accompany and assign them work to do together; do not be afraid that your staff is weak, you must trust them to assign work so that they can improve...

Along with that, when aiming to be in the top 5 localities leading the country in digital transformation within the next 5 years, Binh Phuoc should also set a target of spending on digital transformation accounting for about 2% of the annual budget.

Telling Binh Phuoc leaders not to be afraid if they do not understand digital transformation, Minister Nguyen Manh Hung pointed out: Heads of agencies and units will understand in the process of working with digital technology enterprises, especially through use. For example, to understand artificial intelligence, it is necessary to use artificial intelligence and virtual assistants every day.

Clarifying the viewpoint of the Ministry of Information and Communications is that localities should do it and ask about difficulties, Minister Nguyen Manh Hung also said that the Ministry hopes that many provinces will have high determination like Binh Phuoc, and at the same time committed to providing full support.
