Binh Phuoc: More than 2,956 billion VND to implement new rural construction in 2025

Accordingly, the specific goal by the end of 2025: Strive to have 1 more commune recognized by the Chairman of the Provincial People's Committee as meeting the NTM standards, with a total of 84/86 communes (not implemented for Nghia Binh commune and Dong Nai commune, Bu Dang district because 100% of the area is in the mineral planning according to Decision No. 866/QD-TTg dated July 18, 2023 of the Prime Minister and Decision No. 1277/QD-TTg dated November 1, 2023 of the Prime Minister on approving the national mineral reserve area).

Strive to have 9 more communes recognized by the Provincial People's Committee Chairman as meeting advanced NTM standards and 7 communes recognized as meeting model NTM standards.   Strive to have Dong Phu district recognized by the Prime Minister as a district meeting NTM standards and submit documents to the Central Government for assessment of NTM standards for Chon Thanh town, Loc Ninh district and Phu Rieng district.   Dong Phu district continues to maintain and improve the quality of the new rural district criteria ; at the same time, implement the advanced new rural district criteria .

Increase investment in essential infrastructure to serve production and people's lives in rural areas. Focus on directing and implementing production development, increasing income for rural people, supporting production linkages according to sustainable value chains with large-scale commodity production for key product groups. Continue to effectively implement 6 specialized programs in building new rural areas. Continue to build model new rural residential areas. The average criteria for the whole province is 18.84/19 criteria (Set of criteria for communes meeting new rural standards).

To achieve the above objectives, the Provincial People's Committee has also set out 6 key contents and 8 tasks and solutions for implementation. Of which, the 8 tasks and solutions include: Further enhancing the role and responsibility of Party committees, authorities at all levels and the entire political system in building new rural areas, especially the role of leaders, must determine that building new rural areas "has a starting point, but no end point". Continue to complete documents regulating and guiding the implementation of the program. Continue to promote propaganda, training, and raise awareness for cadres and rural people about the new contents and new requirements of the program; effectively implement the emulation movement "All people unite to build new rural areas and civilized urban areas".

Provincial departments, branches, sectors, mass organizations and district People 's Committees , based on the goals and tasks of the program for the 2021-2025 period , continue to develop a plan to implement the program in 2025, select priority contents and tasks, focus on directing and allocating sufficient resources for implementation, strive to complete the goals ; focus on effectively implementing 6 key thematic programs to improve the quality of life of rural people and solve existing problems in building new rural areas .

Regularly improve the organizational apparatus to implement the program at all levels in a synchronous and unified manner from the province to the local level (district, commune), prioritizing the arrangement of enough dedicated and capable people for the advisory apparatus on new rural construction. Improve the capacity and skills of the team of officials working on new rural construction to become increasingly professional.

Strengthen the effective implementation of solutions to mobilize resources to implement the program. Units and localities prioritize the allocation of investment resources to difficult areas, ensuring concentration and efficiency, avoiding dispersion and waste of budget capital; effectively implement investment credit policies for agriculture and rural areas; strengthen the mobilization of resources from enterprises and organizations.

At the same time, strengthen inspection, examination, supervision and evaluation of program implementation at all levels and sectors. Take preventive measures, promptly stop negative manifestations, waste, strictly handle violations during program implementation; promote the role of the Fatherland Front, mass organizations at all levels, the role of the people in monitoring and criticizing the results of building new rural areas at the grassroots level. Continue and implement the implementation of communes meeting new rural standards, advanced new rural areas, model new rural areas; model new rural residential areas.

The resources to implement the program in 2025 are more than 2,956 billion VND, of which: State budget capital is 303,577 billion VND, including central budget capital and local budget capital; mobilized capital is about 765 billion VND; integrated capital is about 387.5 billion VND; credit capital is about 1,500 billion VND.
