Binh Lieu is a mountainous border district with more than 96% of the population being ethnic minorities (mainly Tay, Dao, San Chi). The richness of the ethnic communities in Binh Lieu and the unique traditional cultural features have created a land of diverse culture, rich in identity, becoming an invaluable resource for the district to develop tourism.
With the goal of exploiting the potential advantages of natural landscapes, especially the traditional cultural values of ethnic minorities to develop tourism, Binh Lieu District Party Committee issued Resolution No. 01-NQ/HU dated July 31, 2015 on "Developing tourism in Binh Lieu district in the period of 2015-2020, with a vision to 2030"; Resolution No. 06-NQ/HU dated June 29, 2016 on "Preserving and promoting the unique traditional cultural values of ethnic communities in Binh Lieu district in the period of 2016-2020, with a vision to 2030".
To concretize the Resolutions, in recent years, the district has focused on devoting many resources to the conservation and promotion of cultural values in the area. The district has completed the Project "Preserving and promoting typical cultural values of the Tay ethnic group in Binh Lieu to serve community tourism development until 2025, with a vision to 2030"; is completing the outline of the Project "Preserving and promoting cultural values of the Dao people associated with community tourism development in Song Mooc village, Dong Van commune, period 2022-2025, with a vision to 2030", the Project "Preserving and promoting cultural values of the San Chi people associated with community tourism development in Luc Ngu village, Huc Dong commune, period 2022-2025, with a vision to 2030"; Build the book "Learning Tay language in Binh Lieu"... to preserve and transmit traditional culture, create cultural products to meet the development of cultural tourism, community tourism, and build a "living museum" in the ethnic community.

Along with organizing the restoration and maintenance of unique festivals of ethnic minorities such as Luc Na Communal House Festival of the Tay ethnic group, Soong Co festival of the San Chi ethnic group, and Khieng Gio festival of the Dao Thanh Phan ethnic group, the district also focuses on organizing new tourism activities based on the cultural identity of ethnic groups such as: Hoa So festival, Mua Vang festival, Cultural - Sports festival of ethnic groups in Binh Lieu district, etc. Through these activities, the beauty of traditional culture and customs of ethnic groups in the district has been introduced to tourists, creating unique, new and attractive tourism products for tourists.
On the other hand, the district has actively implemented the preservation and promotion of unique intangible cultural values of ethnic groups. The district has established and maintained the regular and effective operation of 26 art clubs from commune to village level; organized classes to teach Then singing - Tinh lute, Soong Co singing, Pa Dung singing in schools to transmit and develop folk art forms; at the same time, discovered and nurtured the art cores in the community, contributing to and enriching the existing folk cultural treasure and creating resources for festival and tourism activities of the district and the province. Traditional rituals such as the Cap Sac ceremony of the Dao Thanh Phan, the bride welcoming ceremony of the San Chi, the Then hotpot ceremony, the New Year's disaster relief of the Tay people, etc. have been painstakingly researched, collected, and staged to become attractive highlights for tourists in the district's festivals and events. Typically, the ancient Then ritual of the Tay ethnic group is part of the heritage of Then practices of the Tay, Nung, and Thai people in Vietnam, which has been recognized by UNESCO as a representative intangible cultural heritage of humanity; the folk performing art of singing the song co of the San Chi people in Binh Lieu has also been recognized as a national intangible cultural heritage.
In particular, to promote the value and beauty of traditional costumes of ethnic groups in the area, since 2019, Binh Lieu district has implemented and maintained the wearing of traditional ethnic costumes by teachers, students, civil servants and public employees in schools, state management agencies and affiliated public service units on specified days of the week... Thereby, not only raising awareness and responsibility for preserving and conserving ethnic costumes in the community, but also constantly spreading and promoting the image and beauty of the land and people of Binh Lieu, contributing to promoting the development of cultural tourism, creating a difference for Binh Lieu tourism.
Thanks to the good exploitation of potential and advantages based on traditional cultural values to create unique tourism products imbued with national identity, Binh Lieu "from a place without tourism" has now become a new and attractive destination on the map of cultural tourism, tourism experiencing the cultural identity of ethnic groups in Quang Ninh province and on the map of Vietnam tourism. In 2023, the district welcomed 150,000 visitors, of which 39,170 were overnight visitors, revenue from tourism activities reached 76.7 billion VND, making an important contribution to economic growth and economic restructuring of the locality.
