On the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025), People's Representative Newspaper had an interview with the Standing Deputy Secretary of the Binh Duong Provincial Party Committee Nguyen Loc Ha to look back on the proud development journey of the province, and at the same time listen to the sincere and passionate sharing of the leader who is deeply attached to the land of "the arduous but heroic East".
- Half a century after the country's reunification, Binh Duong has made a strong transformation, from a land of bombs and bullets to a modern industrial and urban center, playing an important role in the Southern Key Economic Zone. Where did Binh Duong come from to have such development, sir?
- Mr. Nguyen Loc Ha: Looking back at the province's development journey over nearly 50 years since the country's reunification, everyone feels moved and proud. Binh Duong, from a land that suffered much pain during the war, with very modest infrastructure and difficult people's lives, has now risen to become one of the most dynamically developing localities in the country. It is a journey full of effort, with the dedication and determination of the entire political system, the business community and the local people.
What made this strong change, first of all, is thanks to the correct and consistent vision in the planning and development orientation of the province. Right from the period of renovation, the provincial leaders have clearly realized that to escape difficulties, Binh Duong must take advantage of its geographical location, invest in infrastructure, build a favorable investment environment, thereby attracting businesses to produce, creating jobs for people, increasing budget revenue and gradually developing comprehensively.
We determined that we could not rely on the central budget forever, but had to be self-reliant, self-reliant, and find a path that suited local conditions. It was thanks to that innovative thinking, daring to think, daring to do, that Binh Duong boldly transformed itself from an agricultural province to an industrial and service development province.
And most importantly, once we have determined the right direction, we persevere in implementing it, taking each step with certainty, using actual effectiveness as the measure.
- Can you point out some of the breakthroughs that have helped Binh Duong take off and become one of the most strongly developing localities in the country?
- Mr. Nguyen Loc Ha: For Binh Duong to be able to grow strongly like today, the province has persistently pursued a synchronous and methodical development strategy, based on many breakthrough and creative approaches. In which, we can summarize through the following highlights:
Firstly, the fundamental role of generations of provincial leaders through the periods. This is a decisive factor, because it is the innovative thinking, foresight and courage of the leadership team that has set the right direction for the development path.
Second, Binh Duong is a pioneer in planning and developing concentrated industrial zones. Right from the early years of innovation, the province has been one step ahead in orienting industrial development in conjunction with urban infrastructure and service planning. Industrial zones such as VSIP, Song Than, My Phuoc, Bau Bang... not only strongly attract domestic and foreign investment capital, but also create a modern, synchronous production ecosystem, enhancing the competitiveness of the whole region. Along with that, the establishment of Becamex IDC Corporation plays a key role in investing and developing industrial - urban - service zones in a synchronous manner.
Third, the province pays special attention to administrative reform, taking the effectiveness of serving people and businesses as a measure. The construction of a centralized Administrative Center, the strong implementation of digital transformation, the shortening of document processing time, and the enhancement of transparency in state management are concrete steps showing the determination to improve the investment environment and enhance public administration capacity.
Fourth, Binh Duong is consistent in taking people as the center of development. The province focuses on developing high-quality human resources, taking good care of social security, investing in healthcare, education, housing for workers, as well as building a safe, civilized, and affectionate living environment. This creates a close-knit, united community that is motivated to contribute to the common development.
Fifth, the province has always invested in technical infrastructure, especially transportation, one step ahead. Many key routes such as Binh Duong Boulevard, My Phuoc - Tan Van, DT743, National Highway 13 expansion, Ring Road 3, Ring Road 4, etc. have been forming an effective regional transportation network, creating favorable conditions for transporting goods, attracting investment and developing modern urban areas.
Sixth, the province always attaches importance to and implements the regional development strategy in a substantial manner. Binh Duong does not develop in isolation but proactively coordinates closely with Ho Chi Minh City, Dong Nai, Tay Ninh, Binh Phuoc, etc. to form a dynamic and effective key economic region in the South.
A recent breakthrough that can be mentioned is the implementation of the Binh Duong Smart City Project, in cooperation with international organizations such as ICF, WTA, etc. Binh Duong is aiming for a modern urban model, developing based on knowledge, technology, and innovation. In addition, Binh Duong is strongly implementing the strategy of "innovation zone", with the core being Thu Dau Mot City - Binh Duong New City - Tan Uyen City and Ben Cat, connecting inter-regional and international traffic. Major projects such as Ring Road 3, Ring Road 4, Ho Chi Minh City - Chon Thanh Expressway, An Tay Port, etc., when completed, will create a huge boost for the entire region.
All of these factors have created a dynamic, brave and creative Binh Duong - a bright spot of the whole country in the process of industrialization and modernization.
- Besides economic breakthroughs, how do you feel about the cultural values and people in this "hard-working but heroic Eastern land"?
- Mr. Nguyen Loc Ha: Born and raised in the Southeast region, attached to Binh Duong for decades, so every time I mention the people and culture here, I always have a very special feeling.
This land carries within itself a rich historical tradition, a place that has witnessed many glorious battles, many heroes have fallen for national independence. The spirit of resilience, loyalty, solidarity and diligence of Binh Duong people is not only a value of the past, but is still clearly present in today's development.
Today, Binh Duong people still retain their rustic, sincere, and communal qualities. Although they come from many different regions, they all choose this place as their second home, building and developing together. We always believe that the economy can grow by numbers, but sustainable development must rely on people and culture.
Binh Duong pays great attention to preserving and promoting traditional cultural values. From festivals such as Ba Pagoda Festival, Ky Yen Festival, to craft villages such as ceramics, lacquer, or heritages such as Southern amateur music... all are preserved and developed harmoniously in the modern flow. Cultural institutions, parks, and community centers are also invested in, so that people have space to live, connect and preserve local identity.
Especially the spirit of "loyalty" of Binh Duong people in social security work, caring for workers and the disadvantaged. During the COVID-19 pandemic, we have clearly seen that spirit - no one is left behind, everyone shares difficulties, shares food and clothes, helps each other overcome.
We understand that today's achievements are the result of our joint efforts, and there is still much work to be done on the road ahead. Binh Duong will continue to promote what has been achieved, improve the quality of life for the people, develop comprehensively - not only modern industry but also culture, education, health care and living environment. That is a commitment, also a responsibility to the people and to the future of this land of great potential.
