Binh Dinh province proposed to open more intersections and invest in connecting roads to the North-South expressway to effectively exploit the expressway and create local socio-economic development.

Proposal to open more intersections

The North-South Expressway through Binh Dinh province is 118 km long, including 3 component projects: Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon and Quy Nhon - Chi Thanh. Currently, contractors are focusing on speeding up the construction of the main route of the project to ensure completion by the end of next year as required. Along with that, the construction of intersections is also being carried out in parallel.

Expressway intersection with National Highway 19 through Nhon Hoa ward, An Nhon town, Binh Dinh.

According to the plan, almost all districts and towns passing through Binh Dinh province are designed with intersections connecting with national highways and provincial roads, the distance between intersections is about 20-30km. In particular, the project through Hoai Nhon town is 29.3km long, designed with an interconnecting intersection in Hoai Thanh Tay ward to connect with the local traffic system. According to the reporter, this intersection will help connect with National Highway 1, down to the coastal road through the area. Effectively exploiting the advantages and potentials from the sea of ​​Hoai Nhon town.

However, according to the leader of Binh Dinh Provincial People's Committee, in order to promote the effectiveness of investment in the North-South Expressway, the locality recently proposed that the Ministry of Transport consider approving the adjustment and supplement of investment in the construction of an interchange at Km65+600 of the Quang Ngai - Hoai Nhon component project through Hoai Nhon area.

Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee, said that investing in additional interchanges here will help directly connect the expressway through Hoai Nhon Town with National Highway 1, Tam Quan fishing port, industrial clusters such as Hoai Chau, Hoai Phu, Hoai Hai, Tuong Son, Tam Quan, Hoai Huong. Especially connecting La Vuong plateau, the western area of ​​Hoai Nhon and An Lao district, creating momentum to promote Hoai Nhon to become the northern growth pole of Binh Dinh province.

Investing in connecting roads

According to the Department of Transport of Binh Dinh province, along with the proposal to invest in the intersection, the province also proposed to invest in connecting roads to the expressway intersection.

In particular, it is proposed to consider adding to the investment portfolio to upgrade and expand two sections of National Highway 19B and National Highway 19C connecting from two interchanges to National Highway 1, Becamex VSIP Industrial Park and National Highway 19 to promote the efficiency of exploiting the North-South Expressway, serving the socio-economic development needs of the locality. The total construction length is about 15km, reaching the scale according to the planning of a grade III road, with a total investment of about 320 billion VND.

National Highway 19C needs to be upgraded to effectively exploit the expressway through Binh Dinh.

In particular, upgrading and expanding National Highway 19C, the section from the intersection at Km10+600 in Tuy Phuoc district, is about 10km long, connecting the expressway with National Highway 1, Becamex VSIP Binh Dinh Industrial Park and National Highway 19.

Upgrading and expanding National Highway 19B, from the intersection at Km56+00, connecting with National Highway 19B in Tay Son district, with a length of about 5km, connecting the expressway with Phu Cat airport and National Highway 1.

In addition, there are 3 provincial roads connecting the expressway with National Highway 1 that need investment, passing through Hoai An, Phu My and Phu Cat districts.

In particular, upgrading and expanding DT629 route (Bong Son - An Lao), the section from the intersection at Km1+600 (Hoai Nhon - Quy Nhon component project) connecting with provincial road DT629 in An My commune (Hoai An district), with a length of about 8km to connect to QL1 and DT638, with an estimated cost of 160 billion VND.

Binh Dinh proposes to open more intersections and invest in connecting highways to exploit all local advantages.

Upgrading and expanding section DT638 from the interchange at Km26+400 in My Trinh commune (Phu My district) to the connecting road from the West of the province (DT638) and the coastal road (DT639) in Phu My district, to connect with National Highway 1 about 2km, with an estimated cost of 30 billion VND.

Upgrading and expanding DT634 route, the section from the interchange at Km45+500 with DT634 in Cat Hiep commune (Phu Cat district), about 5km long to connect to National Highway 1, with an estimated cost of 90 billion VND.

However, according to Mr. Nguyen Van Hoa, Deputy Director of Binh Dinh Department of Transport, the investment in upgrading and expanding provincial roads connecting National Highway 1 requires a relatively large budget, and the locality's ability to balance the budget is not guaranteed. Therefore, the locality has requested the Ministry of Transport to consider and support funding to upgrade and expand provincial roads connecting from the expressway interchange to National Highway 1, with a total length of about 15km, meeting the planned scale.
