The festival was born with the formation of Truong Lang - the first Ong tomb of the Vietnamese in Quy Nhon at the beginning of the Nguyen Dynasty, located in the area of Ly Hoa village today.
According to historical records, Truong Lang was established in 1815 at the latest. In 1839, Xuong Ly village was officially registered, and the village officials chose a sacred location to rebuild and build Ong Nam Hai Xuong Ly Mausoleum on the slope of Don mountain in Ly Chanh village. The fishing festival from Truong Lang was held to welcome the gods to the new Ong Xuong Ly Mausoleum in 1839.
With the superior natural conditions and space of Xuong Ly fishing village, the first festival appeared in 1815. By 1839, the main space of the festival was moved to Xuong Ly lagoon (Vung Nom) and Hung Luong lagoon (Vung Bac).
The two villages of Xuong Ly and Hung Luong have formed two traditional villages, parallel and connected, contributing to the construction and socio-economic development of Nhon Ly peninsula, while opening up trade and cultural exchange.

Over time, the fishing village of Vung Nom - Xuong Ly has developed many cultural features typical of the coastal region, which take place at Van Dam, Ong Lang and Xuong Ly communal house. In particular, the Van Dam Xuong Ly fishing festival is an important annual event for fishermen, a type of intangible cultural heritage that is always preserved and promoted, spreading in the community.
The festival is large-scale and closely related to the local fishing industry. Every year, the festival officially takes place over three days, the 9th, 10th and 11th of the first lunar month. Today, the festival is extended with many folk activities and art performances such as Hat Boi, Bai Choi and folk cockfighting.

Speaking at the ceremony, Mr. Nguyen Tu Cong Hoang, Vice Chairman of Binh Dinh Provincial People's Committee, said that the Van Dam Xuong Ly fishing festival clearly demonstrates the connection between the present and the past, spreading cultural values in the future through activities.
This is an opportunity for people to better understand the seaport land and the role of Van Dam in the economic and cultural life of Binh Dinh over the centuries. From a stopover on the Silk Road at sea, Van Dam now carries many cultural sediments and fishermen always show their responsibility to preserve and promote.
In the cause of innovation, integration and development, under the leadership of the Provincial Party Committee and the People's Committee of Binh Dinh province, the Party Committee, government and people of Quy Nhon city have constantly promoted patriotism, preserved and promoted the value of relics and cultural heritage.
