Binh Dinh Provincial People's Committee has just sent a document to the Ministry of Transport regarding the proposed planning of Phu My port area.
According to the Plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 2050 approved by the Prime Minister , Binh Dinh seaport is a type I seaport, belonging to Group 3 of seaports, including the following ports: Quy Nhon - Thi Nai - Dong Da wharf area; Nhon Hoi wharf area; buoy wharfs (liquid cargo) in Quy Nhon; Phu My port; anchorage, transshipment, and storm shelter areas.

Previously, the Ministry of Transport had a document responding to the proposal of the People's Committee of Binh Dinh province on adjusting some planning indicators of Phu My Port Area, Binh Dinh province (location from My An and My Tho communes, Phu My district to Hoai My commune, Hoai Nhon town and adjusting the planning scale of the port area).
Accordingly, the Ministry of Transport approved the policy of updating and adjusting a number of planning indicators for Phu My port area in Binh Dinh seaport, assigning the Vietnam Maritime Administration to be responsible for updating in the Detailed Planning of Seaport Group No. 3 and the Detailed Planning of Binh Dinh seaport land and water area for the period 2021-2030, with a vision to 2050.
Binh Dinh Provincial People's Committee has also sent a document requesting the Ministry of Transport to add the planning of Phu My Wharf Area of Binh Dinh seaport to the planning of the national seaport system.
In particular, the Ministry of Transport considers adjusting the name of Phu My wharf area in Binh Dinh seaport (the Ministry of Transport has approved the location adjustment from My An and My Tho communes, Phu My district to Hoai My commune, Hoai Nhon town, Binh Dinh province) to Hoai Nhon wharf area. At the same time, supplement the planning of Phu My wharf area in Binh Dinh seaport.
According to the Binh Dinh Provincial Planning for the period 2021-2030, with a vision to 2050, based on the socio-economic situation and planning implementation resources, the approved Binh Dinh Provincial Planning has determined to study and adjust the separation of Phu My port into Phu My port area and Hoai Nhon port area.
However, according to the Prime Minister's Decision approving the adjustment of the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050, there is no content adjusting the planning of seaports belonging to Binh Dinh seaport.
In order to create conditions for investors to study and invest in the construction and development of seaport infrastructure, meeting the socio-economic development requirements of the province, the People's Committee of Binh Dinh province proposed that the Ministry of Transport recommend the Prime Minister to consider adjusting and supplementing the planning of Phu My port area to the Master Plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 2050, when reviewing the Plan periodically every 5 years.
Regarding the detailed planning of seaport groups and the detailed planning of land and water areas of Binh Dinh seaports for the period 2021-2030, with a vision to 2050, Binh Dinh province requested the Ministry of Transport to consider updating the planning scale of Phu My port area (in My An commune, My Tho commune, Phu My district) and submit it to the Prime Minister for approval of the detailed planning of seaport groups, ports, wharves, buoys, water areas and water areas for the period 2021-2030, with a vision to 2050 according to regulations.
At the same time, direct the Vietnam Maritime Administration to update the planning of Phu My port area (in My An commune, My Tho commune, Phu My district) to submit to the Ministry of Transport for approval of the detailed planning of land and water areas of Binh Dinh seaport for the period 2021-2030, with a vision to 2050 according to regulations.
According to the planning proposed by the People's Committee of Binh Dinh province, Phu My wharf area is located within the sea area of My An and My Tho communes, Phu My district. The area of Phu My wharf area is 1,442.7 hectares.
The wharf area is a functional area (traffic works - seaport) associated with a concentrated, multi-industry industrial park, increasing the attraction of industrial types suitable for the orientation of Phu My industrial park.
By 2030, there will be 2 specialized wharves for green hydrogen and green ammonia products, receiving ships with a capacity of 150,000 tons; 1 specialized liquid cargo wharf for receiving petroleum products, LNG, Jet, petrochemical products; receiving ships with a capacity of 100,000 tons; 1 specialized bulk cargo wharf for receiving ships with a capacity of 70,000 - 100,000 tons; 5 general wharves for loading and unloading general cargo, packages, containers, materials and equipment, receiving ships with a capacity of 30,000 - 100,000 tons.
After 2030, there will be 4 general and material wharves for ships with a capacity of 30,000 - 70,000 tons; 1 wharf for service and towing fleets with a length of 120m.
Preliminary forecast of cargo volume through the port by 2030 is about 2.6 million tons/year, including liquid cargo (hydrogen, ammonia), materials, equipment, packages, and bulk cargo.
In the period 2030 - 2050, the forecast volume of goods passing through the port is about 16.6 million/year, including: Liquid goods (hydrogen, ammonia, LNG, gasoline, petrochemical products), general cargo, containers, materials, equipment, packages, bulk cargo, specialized energy equipment.
