Hanoi and Ho Chi Minh City's five-digit motorbike license plates will be auctioned from April 8, starting at 5 million VND.

On April 4, the Traffic Police Department (Ministry of Public Security) announced that it is expected that from April 8, Vietnam Joint Stock Auction Company will organize the 6th auction.

This is the first time that the authorities have organized an auction for motorbike license plates. Currently, there are more than 1.55 million motorbike numbers listed for people to choose from.

On the very first day (April 8), there will be a series of beautiful motorbike license plates on the market such as: 29AC-555.55; 63AA-111.11, 29AC-666.68…

In the following days, in the range of motorbike license plates in Hanoi and Ho Chi Minh City, there will be a series of five-digit license plates auctioned such as 50AA-999.99 (April 9); 50AA-666.66 (April 11); 50AA-777.77 (April 14); 29AC-222.22 (April 15).

In addition, there are more than 624,000 car license plates listed for people to choose from.

The two localities with the largest number of license plates put up for auction are Hanoi (217,754 license plates) and Ho Chi Minh City (212,026 license plates).

The starting price for car license plates to be auctioned is 40 million VND, and for motorbike license plates is 5 million VND.

For license plates in the format AAAAA (A>4), ABCDE (A<><><> 4) The second auction is 500 million VND for car license plates, and 50 million VND for motorbike and scooter license plates.<><>

According to the Law on Road Traffic Order and Safety, the winner of the vehicle license plate auction is obliged to pay the full amount within 30 days from the date of announcement of the results. The auction winning amount does not include the registration and license plate issuance fees.

After the above deadline, if the auction winner does not pay or does not pay enough money, the license plate will be auctioned again or transferred to the vehicle registration and management system. At the same time, the auction winner will not be refunded the deposit, the money paid and will not be allowed to participate in the license plate auction for 12 months.

In addition, the auction winner must complete the vehicle registration procedure to attach the license plate within 12 months, and in case of force majeure, it can be extended by 6 months. After this period, the license plate will be auctioned again or transferred to the registration system and the amount paid will not be refunded.

In the Law on Road Traffic Order and Safety, the National Assembly assigned the Government to specify some contents on vehicle license plate auctions, including adding regulations on auctioning license plates of automobiles operating in the transport business (yellow background, white letters and numbers), motorbikes, and scooters.

The legalization of regulations on vehicle license plate auctions is considered to contribute to the effective exploitation of public assets and create revenue for the state budget.

From there, there will be resources to invest in infrastructure systems for registration and license plate issuance; reform administrative procedures, ensuring public and transparent license plate issuance.

In Decree No. 156/2024, the Government has stipulated detailed contents on license plate auctions. This Decree takes effect on January 1.

Previously, at the end of the 5th auction, the license plate auctions had raised about 4,500 billion VND.
