According to Circular 24/2023 of the Ministry of Public Security, effective from August 15, license plates of cars and motorbikes will be issued and managed according to the identification code of the vehicle owner, also known as the identification plate. Vehicles that have registered a 5-digit license plate before the effective date of the circular but have not completed the revocation procedure will be identified as the identification plate of the vehicle owner. If the vehicle owner completes the revocation procedure before August 15, the license plate number will be transferred to the warehouse to be reissued to someone else.
Explaining further, a representative of the Traffic Police Department of the Ministry of Public Security said that "identified license plate" means a way to manage license plates according to the personal identification code of the "license plate owner". License plates are still issued to people according to the current process, not "using personal identification codes as license plates" as many people understand.
Currently, each vehicle will be assigned a license plate. However, from August 15, the license plate will follow the person. For example, if Mr. A is issued a license plate according to his personal identification code, when he sells his vehicle, he can only sell the vehicle and must return the license plate to the warehouse. When Mr. A buys a new vehicle, the police will reuse the old license plate to register his new vehicle. At this time, the police will only make the new vehicle registration papers with the new chassis number and engine number, while the license plate will remain the same.
With the license plates currently in use, the 5-digit license plate will be the default identification plate. The identification plate does not apply to 3- or 4-digit license plates. If people have a need, the police will withdraw the 3-digit and 4-digit license plates and then issue a 5-digit license plate to manage according to the personal identification of the license plate owner.
The police will not limit the number of identification plates that people can have. A person can own multiple license plates for cars and motorbikes at the same time. Each plate will be attached to a vehicle.
Managing identification number plates will help integrate documents on the VNeID application more easily. On the other hand, managing number plates according to personal identification codes will support state management and handling of violations.
For example, the police send a notice of violation but in many cases the owner has sold the car and the license plate to someone else. Therefore, it is very difficult to verify the real owner. When managing license plates according to identification codes, this situation will be avoided.
Supporting this plan, Mr. Minh Hoang, a resident of Hanoi, said that it would be very convenient to issue and manage license plates based on identification codes. When changing cars, he would not have to re-stamp the license plate but would be able to use the old license plate. With only one personal identification code, he could still be issued multiple license plates for multiple cars he owned.
Vehicles cannot be sold with identification plates.
According to current regulations, when selling a car, people have the right to "sell the car and the license plate". The buyer will use the car with the previous owner's license plate.
However, Circular 24/2023 stipulates that when selling a vehicle, the owner must retain the registration and license plate and must not transfer them to the new owner. The previous owner of the vehicle must return the registration and license plate to the police for revocation procedures. This license plate will be reissued when the owner registers another vehicle under his/her ownership.
The license plate is retained by the vehicle owner for 5 years from the date of registration and license plate revocation. After this period, the police will withdraw it and put it in the number warehouse to register another vehicle.
Therefore, from August 15, the only case where a car can be sold with a license plate is the car with the license plate that won the auction.
If the car is sold with the auction winning license plate, the owner does not have to return the auction winning license plate but must submit a copy of the vehicle ownership transfer document and present the original for comparison. The buyer completes the vehicle registration procedure and will be able to register and retain the auction winning license plate. The ownership transfer document must clearly state the content "transferring the car with the auction winning license plate".
The person who receives the transfer of ownership of the vehicle with the winning auction license plate is not allowed to transfer the ownership of the vehicle with the winning auction license plate to another person. If the vehicle is sold separately without the winning auction license plate, it is not prohibited.
On the morning of June 30, at a press conference of the Ministry of Public Security, regarding the auction of car license plates, Major General Le Xuan Duc, Deputy Director of the Traffic Police Department, said that from July 15 to July 20, 2023, the list of auctioned car license plates will be posted on the national auction website, the Ministry of Public Security's electronic information portal, and the Traffic Police Department's website so that people can know and choose car license plates to participate in the auction.
Resolution 73/2022/QH15 dated November 15, 2022 of the National Assembly on pilot auction of automobile license plates takes effect from July 1, 2023 and will be implemented for 3 years. People will have the right to choose and compete to own the license plates they desire.
