At noon on July 27, immediately upon receiving information about a dispute related to late payment between contractors in the implementation of the construction contract: Construction of the foundation of the pier from VT17 - VT29 under package 9; Construction of the line from VT17 to VT30 of the Quynh Luu - Thanh Hoa 500kV Line project, Secretary of the Provincial Party Committee Thai Thanh Quy directly went to the area to direct the handling.

Present at column VT17 (Quynh Thang commune, Quynh Luu district) and column VT24 (Quynh Trang commune, Hoang Mai town), where some groups of people displayed banners demanding payment from the main contractor of the project, with a high risk of obstructing construction and slowing down the progress of the project, Provincial Party Secretary Thai Thanh Quy directly listened to reports from representatives of contractors, construction teams, the Central Power Project Management Board and leaders of the Party Committees and authorities of the two localities about the related contents leading to the incident.

Working with the parties, Provincial Party Secretary Thai Thanh Quy clearly stated his point of view: This is a key project on national energy security, which has received great attention and direction from the Government and the Prime Minister. Up to now, the project is being rushed to the finish line as planned.

The emergence of conflicts between contractors and the current behavior will affect the psychology of construction workers at the construction site, causing a risk of disorder and insecurity, which can affect the progress of the project.

Provincial Party Secretary Thai Thanh Quy requested that relevant parties should focus on the overall situation and make efforts to promptly and satisfactorily resolve problems so as not to affect the project's progress. At the same time, he requested that contractors and the Project Management Board regularly coordinate and inform Party committees and authorities at all levels to promptly and effectively handle arising problems.

The head of the Provincial Party Committee requested local Party committees and authorities to closely coordinate, arrange forces and means to be ready to provide maximum support to contractors in the construction of projects; ensure security and order in all aspects, especially grasp information, problems, arising issues, manifestations, and risks affecting the implementation of the project in order to promptly resolve them. The police force deployed professional measures to strengthen security and safety for the construction process of projects under its management, especially preventing property theft, inciting behavior, and obstructing construction.

Currently, contractors and related parties have reached an agreement to immediately resolve outstanding issues, committing not to affect the progress of the Project.

The 500kV 3-circuit line project through Nghe An province has a total length of 99.83 km with 202 pole foundation locations. Of which, the Quang Trach - Quynh Luu project is 82.33 km long with 168 pole foundation locations and the Quynh Luu - Thanh Hoa project is 17.5 km long with 34 pole foundation locations.

Up to now, Nghe An province has handed over 202/202 column foundations and the entire route corridor (203/203 column spaces, 88/88 anchor spaces) to the investor to ensure construction according to plan.
