On the morning of April 2, a provincial delegation led by Comrade Quan Minh Cuong, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, visited and worked with the Department of Agriculture and Environment on the implementation of the sector's goals and tasks. Attending the meeting were Comrade Hoang Van Thach, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and leaders of a number of departments, branches and sectors.
In 2024 and the first 3 months of 2025, the Department of Agriculture and Environment has actively advised the province in the fields of agriculture, forestry, fisheries, irrigation, disaster prevention and control, poverty reduction, rural development, land, water resources, mineral resources, geology, environment, hydrometeorology, climate change, surveying and mapping in accordance with the law. National target programs and agricultural development policies of the province have had a positive impact on agricultural production in the province, bringing the growth rate of the agricultural sector in 2024 to 3.25%, exceeding the plan; the value of cultivation and aquaculture reached 48 million/ha..., contributing to improving people's income and life.
Delegates focused on discussing difficulties and obstacles, proposing solutions for the development of the agricultural and environmental sectors in the coming time related to reviewing and converting production land areas; implementing the goal of building new rural areas; forest coverage rate; investment funds for urban wastewater collection and treatment infrastructure; land administrative procedures; scarcity of common construction materials; coordination between departments and branches; arrangement and layout of offices of units under the department.

Speaking at the meeting, the Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Quan Minh Cuong province emphasized: The merger of the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment was a necessary step, not only to reduce the cumbersome apparatus but also to optimize the management of natural resources, protect the environment, and at the same time improve the efficiency of agricultural development, protection of forest resources, land and mineral resources. The Department of Agriculture and Environment is requested to stabilize the organization after the arrangement and merger, continue to unite for the common task, arrange and allocate working offices of the units reasonably, and avoid waste.
Affirming that the agricultural and environmental sectors play a particularly important role in the socio-economic development of the province, as a Department with a wide field, meaning that the workload will be greater, directly related to many levels, many sectors and the People, for professional tasks, he requested the sector to review and re-evaluate accurately and substantially the situation of agricultural and forestry development in the province, reshape the goals for the next 5 years, clearly classify agricultural development to serve food security, commodity production, link agricultural development with tourism; focus on eco-tourism, community, typical agricultural services, medicinal plant development; apply science and technology in performing all tasks; improve the capacity of cadres, innovate, dare to think and dare to do for the common good. Strengthen the management of natural resources, minerals, and environmental protection. Temporarily suspend the issuance of unnecessary mineral mine licenses for review, report to the province before June 30. Focus on proposing priority allocation of resources to complete the land database to ensure accuracy, synchronization, and full legal basis for effective and transparent land management, overcoming current shortcomings and complexities in land management. Advise on reviewing and adjusting land use planning and plans in accordance with new administrative boundaries. Research and propose criteria and measures to preserve and protect the living environment, green and clean natural environment, meeting the requirements of building Cao Bang with the happiest index in Vietnam.
