Provincial Party Secretary Nguyen Long Hai works with Con Co island district

Firmly protecting the sovereignty of the Fatherland's seas and islands is a key task.

At the meeting, the leaders of Con Co island district reported on the socio-economic situation, national defense and security; Party building, political system building; organizational arrangement; and preparation of the project "Developing Con Co island to be strong in economy and stable in national defense and security".

Con Co Island is a district-level administrative unit without commune level. After 20 years of operation, in general, the organizational structure and staff have been gradually consolidated. With the current organizational structure model, it basically meets the requirements of the tasks and is suitable for the characteristics of the island district.

Currently, the District Planning has been updated into the Provincial Master Plan for the period 2021-2030, with a vision to 2050. The District is implementing the planning of Con Co island district.

In 2024, of the 16 socio-economic development targets, ensuring national defense and security, the island district exceeded the plan by 2 targets, met the plan by 13 targets and did not meet 1 target.

Currently, the average income per capita of the island district reaches over 65 million VND/person/year. People trust the Party's leadership and are confident in sticking to the island and the sea.

Services and tourism are identified as the key sectors in the economic development of the island district, accounting for over 70% of the district's economic structure. Con Co island district is striving to achieve the goal of ensuring harmony between economic development, ensuring national defense and security with biodiversity conservation, protecting environmental resources, towards the goal of "Con Co develops sustainably without plastic waste, using environmentally friendly materials to replace plastic bags".

Identifying national defense and security, firmly protecting the sovereignty of the Fatherland's sea and islands as the central and essential tasks of the locality, the Standing Committee of the District Party Committee has directed the effective implementation of central and provincial resolutions on the strategy to protect the Fatherland in the new situation.

With the results achieved in all fields, in 2024, the Party Committee, government and people of Con Co island district were awarded the Third Class Labor Medal by the President.

Since the beginning of 2025, the district has proactively implemented synchronous and comprehensive tasks. In particular, focusing on directing the implementation and accelerating the progress of the project "Developing Con Co island district to be strong in economy and stable in national defense and security" concluded by General Secretary and President To Lam in Notice No. 101-TB/VPTW dated October 28, 2024 of the Central Party Office.

On April 6, 2025, the district opened the bidding for the project consulting package. Currently, the expert team is evaluating the bidding documents to select a contractor to implement the package.

Proposing specific mechanisms and policies for island districts

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam emphasized that the Provincial People's Committee determined that the construction of the Project "Developing Con Co island district to be strong in economy and stable in national defense and security" is a key, urgent and strategic task, requiring high concentration of resources and intelligence to ensure completion on schedule and with quality.

On that basis, it is recommended that the District People's Committee, when coordinating with relevant departments and branches to develop the project, must ensure the viewpoint of developing Con Co into a dual-use island, both playing a strategic role in national defense and security and being a growth pole for the marine economy, fishing logistics services and marine island ecotourism.

Organize a review and full update of regional planning orientations, provincial planning and national sea and island strategies; especially the Quang Tri Provincial Planning for the period 2021-2030, vision to 2050, the Planning for the development of the sea tourism triangle (Cua Viet - Cua Tung - Con Co), identifying Con Co as a highlight and important connecting center on the eastern coastal tourism axis.

Focus on proposing specific mechanisms and policies for the island district. The Provincial People's Committee will continue to recommend that the central government consider issuing a separate mechanism for Con Co, in order to remove current bottlenecks such as lack of electricity, fresh water, logistics infrastructure and financial mechanisms.

Focus on specific solutions to develop key economic sectors of the island district. Closely coordinate with relevant units to build a suitable organizational model when the island district is transformed into a "commune-level special zone", ensuring effective and efficient operations.

Proactively research and propose organizational arrangements

In his concluding remarks, Provincial Party Secretary Nguyen Long Hai requested the island district to continue to do a good job of propaganda and strongly promote the movement of the entire people to protect national security and protect national sea and island sovereignty.

Strengthen coordination between relevant departments and sectors to attract capable and dedicated investors to invest in infrastructure on the island to develop a sustainable marine economy. Focus on migration to the island and support people in developing their livelihoods.

Proactively research and propose to organize the administrative apparatus according to the special economic zone model according to the central direction.

Based on the direction of the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model, the Provincial Party Standing Committee has directed relevant agencies to complete the Project on the arrangement of commune-level administrative units, including the content of converting the status quo of Con Co island district into a special zone to submit to the Ministry of Home Affairs before May 1, 2025.

The Provincial Party Standing Committee will direct relevant agencies to guide Con Co island district in building job positions, arranging, assigning and implementing regimes and policies for cadres, civil servants and public employees according to regulations, in accordance with practical requirements, associated with reviewing standards and capacities of cadres, civil servants and public employees to ensure that the apparatus of the new commune-level administrative unit comes into operation from July 1, 2025.

On this occasion, Provincial Party Secretary Nguyen Long Hai offered incense and flowers at Uncle Ho Memorial House, Con Co Island Heroes Memorial; visited and presented gifts to encourage officers, soldiers and staff working at Con Co Border Guard Station, Radar Station 540, Con Co Police Station, Con Co Island District Military Command, Con Co Island District Military and Civilian Medical Center.
