In the period of 2020 - 2023, the Department of Transport was assigned to implement 36 construction investment projects, of which 11 projects have been completed; 12 projects will be transferred to be completed after 2023; 9 projects are expected to start construction in 2023; 4 projects are preparing for investment. Regarding the capital disbursement rate, in 2020 - 2021 it reached 100%; in 2022 it reached 66.6%; in the first 6 months of 2023 it reached 39%.

The work of managing the quality of traffic works, appraising and approving estimates, basic designs, construction drawing designs, participating in planning opinions, investment policies for traffic construction works to ensure compliance with regulations. Traffic infrastructure is strongly invested, prioritizing the development and connection of the local road traffic system with national highways running through the area such as: National Highway 1A, National Highway 18, National Highway 38, National Highway 17... creating a modern traffic system, effectively serving the socio-economic development tasks of the province.

The management of driver training and testing; transportation management; vehicle registration are carried out in accordance with procedures and standards and focus on improving quality. The work of ensuring traffic safety and order is implemented synchronously, closely coordinating with sectors and localities in effectively implementing the task of building a "Traffic Safety Province", contributing to reducing traffic accidents in all 3 criteria, number of cases, number of deaths and number of injuries in the past 3 years.

Localities should focus on resolving and thoroughly handling existing problems and obstacles in site clearance for traffic projects...
The leaders of the Provincial Party Committee Office reported on the summary of responses to recommendations and proposals from the Department of Transport. The delegates discussed and clarified a number of issues related to site clearance; mechanisms for generating resources for transport projects; investment decentralization; planning and transport vision in line with long-term development; reviewing BT projects, stopping construction if not feasible; promptly summarizing projects with slow progress related to site clearance to develop enforcement plans... The Department of Transport focused on solutions to improve the quality of task performance in all aspects of work.

Vice Chairman of the Provincial People's Committee Ngo Tan Phuong emphasized the coordination mechanism between investors, leaders of the Department of Transport and localities; there needs to be support and flexibility in site clearance work; requested the Traffic Construction Project Management Board to absorb opinions and coordinate to speed up the progress of projects. Regarding investment decentralization, there has been a clear decentralization, which will continue to be more specifically decentralized, ensuring the effectiveness of traffic construction investment projects. It is necessary to speed up the progress of provincial road projects, connecting with national highways, creating a trade belt between localities in the province and neighboring provinces.

The Provincial Party Secretary requested the transport sector to carry out many tasks at the same time, but with selection and priority; focus on solving outstanding issues, thoroughly implementing each assigned project and part of the work. Strengthen coordination, have a coordination mechanism between departments, branches and localities. Based on the Draft Provincial Planning to have a vision, develop specific plans and plans for traffic infrastructure development. Continue to promote decentralization, delegation of authority, and attach responsibility to district level participation in traffic infrastructure projects.
Requires that no delay is allowed for key traffic projects, especially the Ring Road 4 project - Capital Region; the Department of Transport proposes a plan to complete unfinished projects and unconnected routes; for BT projects, there must be a clear viewpoint, if they do not meet the requirements, construction must be stopped; carefully prepare for adjusting public investment plans; pay attention to implementing the task of "Provincial traffic safety", do a good job of traffic organization; strengthen management, review passenger transport work; promote administrative reform and provide online public services at levels 3 and 4.
In the long term, the Department of Transport will develop a transport development planning project with trade connections with major provinces and cities. Promote digital transformation in transport activities. Build a united collective, a clean and strong Party Committee.
