On the morning of March 6, in Vinh City, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Nghe An province received Comrade A Lun Xay Sun Na Lat - Member of the Lao People's Revolutionary Party Central Committee, Minister, Head of the Office of the Prime Minister of the Lao PDR, who is on a working visit to Nghe An.
The delegation included Comrade Van Xay Phong Sa Van - Member of the Central Executive Committee of the Lao People's Revolutionary Party, Secretary, Governor of Khammouane Province and leaders of the Ministry of Finance, Ministry of Industry and Trade, Ministry of Planning and Investment.

On behalf of the delegation, Comrade A Lun Xay Sun Na Lat - Minister, Head of the Office of the Lao Prime Minister expressed his great pleasure to visit and work in Nghe An province; thanked the provincial leaders for creating favorable conditions for the delegation to visit, work and exchange experiences in attracting and building industrial parks in Nghe An province.
Talking with comrade A Lun Xay Sun Na Lat and the working delegation, Provincial Party Secretary Thai Thanh Quy informed about some features of the province's socio-economic development situation.
Accordingly, despite the very difficult context, Nghe An province has achieved many achievements in all aspects, especially in socio-economic aspects.
In 2023, the economic growth rate will reach 7.14%, ranking 26th out of 63 provinces and cities nationwide; the economic scale is currently ranked 10th out of 63 provinces and cities in Vietnam. In particular, attracting foreign direct investment (FDI) is a bright spot, for two consecutive years Nghe An has been in the top 10 localities with the largest FDI capital in the country, reaching nearly 1 billion USD in 2022, and more than 1.6 billion USD in 2023, ranking 8th out of 63 provinces and cities nationwide.
Sharing the experience of attracting investment, especially attracting foreign direct investment (FDI) of the province, Secretary of the Provincial Party Committee Thai Thanh Quy said: Nghe An has prepared quite thoroughly the foundations and ecosystems to welcome investors, especially implementing the "5 readiness" on: Planning; essential infrastructure; investment premises; human resources; In particular, the province focuses a lot on administrative reform to quickly resolve procedures; improve the quality, awareness, and attitude of serving people and businesses of the team of cadres, civil servants, and public employees with the motto: "Fast, correct, effective", "Friendly, listening, understanding, responsible, enthusiastic". Therefore, in recent years, Nghe An has attracted investment very well.
The head of Nghe An Provincial Party Committee introduced the scale and efficiency of investment in VSIP Industrial Parks in Nghe An province, including VSIP Nghe An I Industrial Park where the delegation will visit and work in the afternoon of the same day.
Affirming that this is a very effective industrial, service and urban investment complex in Vietnam in general and Nghe An in particular, comrade Thai Thanh Quy believes that if Khammouane province attracts investment from VSIP Industrial Park, it will bring very good results.
Reviewing the cooperative relationship between the province and its Lao partners in the following areas: Exchange of delegations; trade, transportation, tourism, investment, production, and business activities; border management and protection; and support for Lao provinces in training and human resource development, Provincial Party Secretary Thai Thanh Quy affirmed: Nghe An province always considers building relationships with Lao localities, ministries, and branches as one of the key tasks in foreign affairs.
The Hanoi – Vientiane expressway, with its route passing through the Thanh Thuy (Nghe An) – Nam On (Bolikhamxay) border gate pair, has been determined by the two Parties and the two States. When completed, this expressway will not only serve socio-economic development; but will also be a symbol of the special relationship between Vietnam and Laos as it connects the capitals of the two countries.
Therefore, Nghe An Provincial Party Secretary Thai Thanh Quy hopes that, in their positions, Comrade A Lun Xay Sun Na Lat - Minister, Head of the Office of the Lao Prime Minister and Comrade Van Xay Phong Sa Van - Secretary, Governor of Khammouane Province will pay attention to contributing to promoting the early construction and completion of the symbolic and strategic route for the socio-economic development of the two countries, effectively exploiting the East-West economic corridor.
With the leadership, care and attention of the leaders of the two Parties and States and the foundation achieved in cooperation with Lao localities, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy believes that the relationship between the province and the localities of the neighboring country will become increasingly close and effective; contributing to fostering the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos; at the same time contributing to the socio-economic development of each locality.
On behalf of the working delegation, Minister and Head of the Lao Prime Minister's Office A Lun Xay Sun Na Lat informed the leaders of Nghe An province about the main points agreed upon by the leaders of the two countries at two important meetings earlier this year: the 46th meeting of the Vietnam - Laos Intergovernmental Committee and the high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party, both held in Hanoi.
He said that at the above important meetings, the leaders of the two Parties and States agreed on new cooperation orientations, aiming to deepen the great friendship, special solidarity and comprehensive cooperation between the two countries, including creating breakthroughs in economic development cooperation, so that the two countries can more effectively exploit the potential and strengths of each country, contributing to building a self-reliant economy.
And the delegation's working trip to Nghe An is of great significance, aiming to learn about the province's experience in developing industrial zones for implementation in Laos.
Appreciating the cooperation results between Nghe An and Lao localities, comrade A Lun Xay Sun Na Lat hoped that the cooperative relationship between Nghe An and the provinces of Laos will become increasingly close and effective in areas such as processing industry, tourism, etc.
Agreeing and highly agreeing with the opinion of Nghe An Provincial Party Secretary Thai Thanh Quy on the expressway connecting the two capitals, the Minister and Head of the Lao Prime Minister's Office affirmed: When completed, the Hanoi - Vientiane expressway will contribute to further enhancing the cooperative relationship between the two countries.
He said that on January 19, the Lao Prime Minister sent an official dispatch to the Vietnamese Prime Minister to jointly resolve issues related to the expressway and the deep-water port of Vung Ang. The Lao Prime Minister also directly surveyed Nam On, Bolikhamxay province.
On this occasion, Comrade A Lun Xay Sun Na Lat - Minister, Head of the Office of the Lao Prime Minister invited Comrade Thai Thanh Quy and leaders of Nghe An province to arrange time to visit; wishing the special friendship between Laos and Vietnam to be forever green and sustainable.
The Secretary of Nghe An Provincial Party Committee expressed his agreement with the opinion of the Minister and Head of the Lao Prime Minister's Office. Nghe An Province is ready to provide and exchange full information related to the process of research, investment and development of industrial zones in the province.
Talking with comrade A Lun Xay Sun Na Lat and the delegation, comrade Thai Thanh Quy thanked the Politburo and the Government of the two Parties and two countries for paying close attention to the expressway connecting the two capitals; at the same time, he was pleased to accept the invitation of the Minister, Head of the Office of the Lao Prime Minister and the delegation; the leaders of Nghe An province will arrange to visit localities of Laos in the near future, especially during the traditional Bun Pi May New Year.
