Light from the Resolution

Amidst the undulating mountains of Phuong Tien (Vi Xuyen, Ha Giang), Xa Phin village appears like a gentle song of the land and sky of the far North. A land where every roof, every mountain range, every stream has a pristine, peaceful and profound beauty. But few people know that to have that peace, it is the silent journey of a great policy that has "touched" every house, every rhythm of life of the people here.

Resolution No. 11-NQ/TW dated February 10, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045, is an important milestone. For the first time, the land at the head of the Fatherland and 13 provinces in the region are placed in an overall strategic vision, with clear goals: exploiting indigenous economic potential, preserving national culture, improving people's lives, and narrowing the development gap between regions.

Sharing with Cong Thuong Newspaper, Party Central Committee member, Ha Giang Provincial Party Secretary Hau A Lenh said: “ Resolution 11 is an important guideline, pointing out many solutions for specific socio-economic development, especially in ethnic minority and border areas. In particular, Ha Giang province is a province with a large ethnic minority population and is a border area, people's lives still face many difficulties, the terrain is fragmented. But from those factors, it has created unique values, comparative advantages: developing agricultural, forestry products, border trade economy. Those are the unique features that help Ha Giang shape a development strategy based on the unique strengths of each locality and each ethnic group. From there, we proactively implement policies in the direction of exploiting the individual to create common values ”.

Xa Phin - where green dreams sprout from ancient tea trees

In Xa Phin village, hundreds of years old Shan Tuyet tea trees nestle next to ancient Dao houses. The sweet scent of young tea blends in with the morning mist, seeping through every fold of clothing and every market session. It is also here that the light from Resolution 11 has been realized through concrete actions: supporting the development of indigenous tea cooperatives, transferring clean farming techniques, training in business skills, e-commerce and product traceability.

In the past, tea was mainly sold at the market. Now, we have beautiful packaging, QR codes, an e-commerce platform to sell products, and are trained to introduce products on social networks… The family economy has changed a lot compared to before ” - Ms. Dang Thi Be (Dao ethnic group), a resident of Xa Phin village shared.

According to the Provincial Party Secretary Hau A Lenh, since Resolution 11 came into effect, Ha Giang has not only stopped at the OCOP product list but also promoted the value chain.

We support people in building brands, developing cooperatives, linking businesses, and promoting trade. Each product of Ha Giang such as Shan Tuyet tea, mint honey, Bac Quang oranges, Lung Tam linen… is a local quintessence and also a path for people in the highlands to reach a prosperous, self-reliant and sustainable life” - Secretary of the Provincial Party Committee Hau A Lenh said.

From policy to heart

Not only in Xa Phin, but also from the misty mountain slopes of Hoang Su Phi to the cat-ear rock range of Dong Van, Ha Giang is changing day by day. The villages that were once covered in clouds all year round are now lit up, have internet, children go to school to learn, adults learn e-commerce, bringing hometown products into the modern economic ecosystem.

“In terms of state management and policy design, first of all, the state management perspective, the Department of Agriculture and Rural Development has recently been redesigned in combination with the Department of Natural Resources and Environment to form the Department of Agriculture and Environment. This is a new model implemented from Resolution 18, which also integrates both production and land sectors, so the barriers in terms of administrative procedures and coordination will be lighter," said Provincial Party Secretary Hau A Lenh.

At the same time, he also emphasized: "In terms of planning, the agricultural sector will take the lead in coordinating with localities to re-plan the region, creating OCOP products for the people. On that basis, propose policies and the Provincial Party Committee will give opinions to the People's Council to issue policies to allocate resources to support and build models for the people.

I think that such solutions will be more fundamental and complete. This issue has been summarized and evaluated, and will be included in the Resolution of the Provincial Party Congress for the 2025 - 2030 term. Based on the Resolution of the Provincial Party Congress, it will be specifically implemented into specialized Resolutions and specific plans, to be implemented each year with clear goals. These are the current solutions that Ha Giang province is focusing on implementing" - Secretary of the Provincial Party Committee Hau A Lenh shared.

What is more valuable is that the policy does not stop at documents or meeting rooms but has touched the hearts and homes of every villager to ignite faith. The people of the highlands are no longer passive beneficiaries but have become the creators of development.

Xa Phin is just one of the stories about the changes that have been and are developing in a small village in the middle of the Ha Giang wilderness. And like other places - this place is changing every day with love for the land, love for the profession, and love for the Fatherland permeating every breath.

Yes, in a seemingly remote place of the Fatherland, the light of each correct Resolution will light up a simple belief: Each tea bud, each grain of rice, each piece of linen, or each highland resident, can reach a bright, sustainable future.
