According to the report of the Provincial Traffic Construction Investment Project Management Board (PMU), up to now, the project has achieved 73% of the volume. In Notice No. 414-TB/VPTU, dated April 10, 2024 of the Provincial Party Committee Office and the direction of the Provincial People's Committee Chairman at the launching ceremony in early 2024, the investor is required to strive to close Xuan Quang Bridge in early August 2024 and complete the remaining items of the project in October 2024.

Following the direction of the provincial leaders, the Project Management Board has approved the adjustment of the detailed construction schedule and the contractor has signed a commitment to complete the project by October 2024. However, in reality, up to this point, the progress is difficult to complete as committed; specifically, if the contractor increases enough human resources and equipment, the construction progress will still be 20 days behind schedule.
After checking and listening to the contractor's report, Provincial Party Secretary Do Trong Hung stated: The North-South Expressway passing through Thanh Hoa province has 7 intersections, including Thieu Giang intersection, the third intersection, which is very important in creating conditions for socio-economic development in the northeastern localities of the province; the road connecting National Highway 1A with National Highway 45, including Xuan Quang Bridge, is a road with the goal of connecting inter-regional areas including Vinh Loc, Yen Dinh, Thieu Hoa and part of Dong Son district... The completion of the road connecting National Highway 1A with National Highway 45 from Hoang Xuan commune, Hoang Hoa district to Thieu Long commune, Thieu Hoa district will reduce the traffic density at Dong Xuan intersection. Therefore, it is necessary to complete it soon to promote the effectiveness of the road, contributing to the socio-economic development of the province.

Based on the field inspection, Provincial Party Secretary Do Trong Hung highly appreciated the provincial departments, functional branches and the Party Committees and authorities of Hoang Hoa and Thieu Hoa districts, as well as the contractors for their efforts in implementing the project.
However, in response to the requirements of faster and more sustainable development of the province, Provincial Party Secretary Do Trong Hung requested that in the coming time, the Department of Transport, the Project Management Board and the Party Committees and authorities with projects passing through need to continue to focus on removing difficulties and obstacles so that the project can be put into use soon. For the contractor, it is necessary to focus all resources on human resources and equipment to construct and strive to organize the inauguration and technical traffic opening by October 25, 2024, which will be a project to celebrate the 70th anniversary of welcoming compatriots, cadres, soldiers and students from the South to the North.
Provincial Party Secretary Do Trong Hung also noted that, in addition to ensuring progress, the contractor must ensure safety, quality, technique, and aesthetics of the project; the Party Committee and government of Hoang Hoa district need to ensure security, order, landscape, and space of the green - clean - beautiful, environmentally friendly route.

According to the report of the Project Management Board, on January 4, 2024, the Provincial Party Committee Office issued Notice No. 280/TB-VPTU announcing the conclusion of Comrade Do Trong Hung, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the inspection of a number of key traffic works and projects; in which, for the Coastal Road Project, Nga Son - Hoang Hoa section, the contractor was required to mobilize the highest human resources, machinery, equipment, materials, and add more construction teams to speed up the project implementation progress, striving to complete the roadbed before June 30, 2024. However, the two main contractors constructing the road, Cuong Thinh Thi Construction Investment Group Joint Stock Company and Mien Trung Construction Group Joint Stock Company, still did not seriously implement the instructions and conclusions of the Provincial Party Committee in focusing on speeding up the construction progress, leading to the project's progress being delayed, unable to complete the roadbed before the above deadline.

Regarding the Traffic Road Project from Bim Son Industrial Park to the coastal road section Nga Son - Hoang Hoa, up to now in Nga Son district there are still 831m of uncleared land.

The Provincial Party Secretary also requested the Provincial People's Committee to direct relevant departments and branches to thoroughly resolve procedures related to construction materials, especially the source of soil and sand for site leveling to ensure the supply of materials for projects. The Provincial People's Committee also directed the Nga Son District People's Committee and relevant departments to remove difficulties in capital sources for site clearance of the project; the investor coordinates with contractors to rebuild the progress of the Nga Son - Hoang Hoa coastal road project. The leaders of the Provincial People's Committee directed departments, branches and localities to strengthen coordination to remove difficulties according to their functions and tasks with the spirit of all for the common benefit, for the development of the province.
