On September 17, Comrade Bui Minh Chau - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, and the provincial working delegation visited and provided support to overcome the consequences of natural disasters in Ha Hoa and Cam Khe districts. These are two localities heavily affected by storm No. 3 and the storm's circulation.
Accompanying were comrades of the Provincial Party Committee Standing Committee: Bui Dinh Thi - Head of the Provincial Party Committee's Organization Board, Nguyen Hai - Chairman of the Provincial Fatherland Front Committee, Nguyen Trung Kien - Head of the Provincial Party Committee's Internal Affairs Board, Colonel Nguyen Dinh Cuong - Commander of the Provincial Military Command; comrade Phan Trong Tan - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.
In Ha Hoa district, after listening to the district leaders' general report on the damage caused by storms and floods, Provincial Party Secretary Bui Minh Chau shared the difficulties and damages of the people in the communes affected by natural disasters in the district; at the same time, he acknowledged and praised the efforts of Ha Hoa district, along with the response forces of the province, Military Region 2, who worked tirelessly day and night to quickly overcome the consequences of natural disasters. Thanks to that, within a short time after the storm, the people's lives and living conditions basically returned to normal.
By September 17, storm No. 3 and its aftermath had killed two people and damaged 2,134 hectares of rice, corn, vegetables, bananas and aquatic products; many sections of national highways 32C, 2D, 70B and inter-district and inter-village roads in 11 communes and towns were flooded and damaged. The storm caused 18km of canal systems and 85 transformer stations to be affected, and the Ngoi Hieng pumping station (Tu Hiep commune) was unable to operate due to high water levels and flooding of the machinery system.
Up to now, Ha Hoa district has temporarily repaired many damaged areas, the traffic system has been cleared, only the landslide section from National Highway 70B through Vo Tranh commune is still being handled. 68/73 schools have been organized to return to normal school. The whole district still has 71 households/232 people in Hien Luong commune that are still isolated, the locality has actively provided essential supplies to serve the people while waiting for the water to recede.
Provincial Party Secretary Bui Minh Chau requested that in the coming time, Ha Hoa district continue to make efforts to promote its responsibilities and tasks, maintain its forces on duty, clean up the environment, and ensure clean water sources for residential areas. Implement measures to control, prevent and combat epidemics for people, develop plans to support people to soon restore production, and ensure people's lives after flooding.

According to the report, due to the circulation of storm No. 3, the entire Cam Khe district had 961 households affected by the rising Thao River causing flooding, of which 799 households had to evacuate people and property; 1,300 hectares of rice, crops, and aquatic products were flooded... The total estimated damage was nearly 65 billion VND.
Provincial Party Secretary Bui Minh Chau and the delegation visited, encouraged and presented gifts to officers and soldiers of the District Military Command and the Cam Khe District Police - these are the forces directly involved in flood and storm prevention and control work in recent times.
The Provincial Party Secretary also presented 3 billion VND from the Provincial Relief Mobilization Committee to support the people of Cam Khe district to overcome the consequences of storms and floods, and at the same time hoped that the local Party Committee and authorities would continue to pay attention, direct and support the people to soon overcome difficulties and stabilize their lives; regularly monitor weather developments and areas at high risk of landslides to quickly overcome, handle and minimize damage caused by natural disasters.
