Comrade General Khamtay Siphandone is one of the first generation core leaders of the Central Committee of the Lao People's Revolutionary Party.

Throughout his life, he devoted his intelligence and strength to the revolutionary cause of the Lao People's Revolutionary Party, to the development of the country and to the prosperous and happy life of the Lao people.

He is a great and close friend of the Party, State and people of Vietnam. Comrade Khamtay Siphandone, together with President Ho Chi Minh, President Kaysone Phomvihane, President Souphanouvong and the leaders of the two countries, laid a solid foundation and devoted himself to cultivating the special solidarity between Vietnam and Laos, making it an exemplary, loyal and pure relationship that is rare in the world, summarized in two verses of President Ho Chi Minh: "Vietnam and Laos, our two countries / Love is deeper than the waters of the Red River and the Mekong River".

On behalf of the delegation, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emotionally wrote in the condolence book, affirming that the passing of comrade Khamtay Siphandone is a great loss to the Party, State, people of Laos and his family.

“On behalf of the Party Committee, Government and people of Hanoi, we would like to send our deepest condolences to the Party, State, Central Committee of the Lao Front for National Construction, the Lao people and the family of comrade Khamtay Siphandone!”, the Secretary of the Hanoi Party Committee wrote.
