Previously, Khe Lam village was one of the particularly difficult villages of Lam Ca commune, Dinh Lap district. Continuously since 2009, Mr. Dang Hieu Linh has been trusted as Party Cell Secretary, then Village Chief, and from 2015 to present, he has been Party Cell Secretary and Village Chief of Khe Lam.

Mr. Linh also applies information technology in implementing work. Since 2018, he has started to set up common Zalo groups. In which, there are groups of households in the village, groups of party members. In these groups, he regularly propagates the movement to build new rural areas, updates information, shares experiences, good practices, spreads good deeds of local people through images, video clips; organizes discussions, records members' opinions before implementing a village task or promptly publicizes the collection and disbursement of funds...
With that approach, all village activities are public and transparent, contributing to creating more solidarity and unity among households in the village. In particular, implementing the motto "Party members go first, the village follows", in 2020, his family donated over 1,000 square meters of land to build 2 spillways to help people travel more conveniently. From the pioneering and exemplary role of Mr. Dang Hieu Linh, the villagers always actively participate in the movement to build new rural areas.
Specifically, from 2020 to present, 11 households have donated 3,200 square meters of land to build 2 underground tunnels on Binh Thang village road, build Khe Lam - Na Khu road and build the village Cultural House; people donated more than 50 million VND, participated in nearly 170 working days to build a 110 square meter cultural house, build a sports field of over 600 square meters..., contributing to bringing Lam Ca commune to meet the new rural standards by 2023.
Not only is he enthusiastic about his work, Mr. Linh is also a typical example of economic development in the area. Seeing that his family still had a lot of bare hills, since 2003 his family has actively planted pine trees and in 2010 continued to plant acacia trees. Up to now, his family has maintained planting, caring for and protecting nearly 30 hectares of forest.
On average, each year, the exploitation of pine resin and planted forest wood brings his family an income of over 400 million VND after deducting expenses. Following Mr. Linh's example, in recent years, households in the village have actively planted, cared for, and protected planted forests, many households have harvested pine resin and acacia trees.
Mr. Trieu Tien Bo, Khe Lam village said: "Learning from Mr. Linh's forest planting method, my family also focused on planting more than 40 hectares of pine and acacia trees and has so far earned an income of more than 500 million VND/year after deducting expenses. In particular, thanks to Mr. Linh's propaganda about changing to new varieties for better economic development, since 2021, I was the first person to boldly bring cinnamon trees to plant in the village, and now the trees are growing very well."
In the past 3 years, on average, each year, the whole village exploited over 100 tons of pine resin, bringing in an income of over 2.5 billion VND, exploiting planted forest wood reached about 17,000 tons, bringing in an income of over 3 billion VND... Since then, the people's economy has gradually improved, many families have escaped poverty and become rich. The rate of poor households has decreased over the years, currently the village has only 3 near-poor households, no poor households (a decrease of 2 near-poor households and 15 poor households compared to 2019). This result must be mentioned in no small part due to the contribution of Party Cell Secretary, Village Head Dang Hieu Linh.
Mr. Nguyen Thanh Giang, Vice Chairman of Lam Ca Commune People's Committee, said: In recent years, under the leadership and direction of the village Party Cell, in which the role of Party Cell Secretary and Village Chief Dang Hieu Linh stands out, Khe Lam village has had many positive changes in economic and social development.
