Binh Dinh Provincial Party Secretary Ho Quoc Dung thoroughly answered people's questions about compensation levels for land clearance for the North-South Expressway.

According to authorities, these two households in Tang Bat Ho town (Hoai An) were affected by the North-South expressway project, but have not agreed to receive compensation to hand over the land.

Of which, Mr. Nguyen Minh Can's household has a recovered land area of 659m2 (including 140m2 of residential land and 519m2 of reclaimed land).

The reason Mr. Can's family has not received compensation is because they think the compensation price is low, and request to increase the compensation price for an area of 519m2. land reclaimed by family

In addition, Mr. Can's family also requested compensation for 280.3 square meters of land for growing other annual crops managed by the People's Committee of Tang Bat Ho town.

The supply of materials for the construction of package 11-XL of the North-South expressway project through Hoai An district is still facing difficulties.

The Secretary of Binh Dinh Provincial Party Committee directly visited Mr. Can's family's house to listen to their thoughts and wishes. At the same time, he discussed, answered and analyzed further so that he and his family could understand and grasp the regulations that need to be followed in compensation and support for site clearance.

Here, the Provincial Party Secretary urged Mr. Can's family to cooperate and agree to relocate to return the site, not hindering the project's progress.

"The State's compensation and support framework is adequate and in accordance with regulations. The officials have reviewed everything. At this time, there is nothing more to add or subtract, so we encourage your family to relocate. Don't use the last resort of coercion, which is not good.

"Relocate to a more spacious resettlement area, so that the State can build a highway through here, the locality will benefit, and the country will develop," said Mr. Dung.

Speaking to the Provincial Party Secretary, Mr. Can said that his family was willing to relocate to make way for the construction of the North-South Expressway, agreed to the compensation price for housing and resettlement land, but requested additional compensation for the reclaimed land.

Mr. Ho Quoc Dung explained that the reclaimed land of Mr. Can's family is land managed by the State, but because the family has reclaimed the land for a long time, the government considered and compensated according to the unit price of agricultural land and supported the job conversion 4 times. As for the public land managed by the People's Committee of Tang Bat Ho town, compensation cannot be given.

"The province, departments, branches and inspectors have reviewed it. The compensation price is already the highest and cannot be increased for the family any further.

The policy has been fully and correctly applied, so people need to cooperate to avoid government coercion.

In Hoai Nhon, more than 4,000 affected households all accepted to relocate, there were no cases of forced eviction," said Mr. Ho Quoc Dung.

According to Mr. Ho Quoc Dung, Mr. Can's family was compensated and supported with a total of more than 1.8 billion VND, paid for resettlement of 2 plots of land for about 400 million VND, the remaining more than 1.4 billion VND was enough for the family to rebuild the house.

Binh Dinh Party Secretary and leaders of departments, branches and localities remove obstacles in providing materials for the expressway.

Do not let people suffer because of land acquisition and clearance

Mr. Dung said that the State always creates conditions to stabilize people's lives. With key national projects such as the North-South Expressway, there will be no situation where people will be disadvantaged.

"I have declared that if people complain that the compensation is not enough to rebuild their houses, the director of the construction department will be forced to rebuild them," Mr. Dung affirmed.

In addition to removing obstacles in the site, the Secretary of the Binh Dinh Provincial Party Committee also inspected the situation, grasped the needs and difficulties in exploiting and supplying materials for the construction of package 11-XL of the North-South expressway project through Hoai An district.

Mr. Ho Quoc Dung requested the leaders of Binh Dinh Provincial People's Committee, departments, branches and localities to coordinate to support and make recommendations on issues under the authority of the Central Government. Proactively plan and arrange material mines, and strive to ensure materials for project construction on schedule.

Previously, the Department of Transport of Binh Dinh province reported that up to now, Binh Dinh province has handed over the land to the investor of the North-South expressway project with an area of 951/953ha, reaching 99.8%, and a length of 117.4/117.99km, reaching 99.5%.

In addition to the two households above, Binh Dinh has another organization that has not yet agreed on a compensation plan, received money, and handed over the site.

Specifically, a project of Viettel Binh Dinh in Hoai Nhon town has not yet agreed on a compensation plan for site clearance and requested compensation for the rooftop solar panel system.

After the actual inspection, Mr. Ho Quoc Dung requested the provincial authorities and the Hoai Nhon Town government to work with Viettel Binh Dinh to completely resolve the enterprise's petition in accordance with legal regulations.
