Belarus does not consider any country an enemy.

The new military doctrine is a fundamental document, reflecting the basic official stance of the Belarusian state on peace and war.

On January 16, Belarus's BelTA news agency quoted the country's Defense Minister Viktor Khrenin as stating that the highlight of Belarus' new military doctrine is that no country is considered an enemy.

During a meeting with President Alexander Lukashenko, Mr. Khrenin said: “We clearly emphasize in the Doctrine that no country can be considered an enemy of Minsk, regardless of the actions of its government . This is the main message, the spirit of the Military Doctrine.”

Unlike NATO countries that list enemies or specific countries, Belarus will "specify the source of threats and from which country they come," Belarusian officials said .

According to Minister Khrenin, the nature of this document is consistent with the peaceful nature of the Belarusian people.

The new military doctrine is a foundational document that “reflects the basic official stance of the Belarusian state on peace and war, on the use of military force to respond to existing challenges and threats.”

In its Resolution of March 6, 2023, the Belarusian Security Council assigned the country's Ministry of Defense to draft a new military doctrine "to respond to recent changes in the military-strategic situation."

In light of escalating global geopolitical tensions, the resolution also stipulates “to focus the efforts of the competent authorities on strategic deterrence to protect the country’s independence, territorial integrity, sovereignty and constitutional order against external and internal threats.”

Belarus' current military doctrine was adopted in July 2016.
