After two and a half days (from May 15 to the morning of May 17, 2023) of urgent, serious and responsible work, the 13th mid-term Party Central Committee Conference chaired by General Secretary Nguyen Phu Trong was a great success.
At the Conference, the Central Committee highly appreciated the preparation and agreed with the contents stated in the Report reviewing the leadership and direction of the Politburo and the Secretariat since the 13th National Party Congress; believed that the review by the Politburo and the Secretariat as a whole and individually had been prepared very seriously, thoughtfully, methodically, receptively, and with profound self-criticism; the review and comments took place in an atmosphere of frankness, sincerity, and high responsibility.
Steadily overcome challenges, achieve quite comprehensive results
On behalf of the Politburo and the Secretariat, General Secretary Nguyen Phu Trong delivered a concluding speech at the Conference, stating that, looking back at the first half of the 13th tenure, with high will and determination and the spirit of "Supporting the front and supporting the back", "One call, all responses", "Unanimity from top to bottom", "Consistency across the board", the Central Executive Committee, the Politburo, and the Secretariat have led, directed, and deployed the drastic, synchronous, and effective implementation of the Resolution of the 13th National Party Congress.
Our Party and our country have steadfastly overcome all difficulties and challenges, continuing to achieve important and quite comprehensive results in many fields.
In terms of socio-economy, basically successfully implemented the goals and tasks, focusing on both disease prevention and control and promoting socio-economic recovery and development, building an independent and self-reliant economy associated with proactive and active international integration, deeply and effectively.
Up to now, the Covid-19 epidemic and other epidemics have been basically controlled; social life and production and business activities have returned to relatively normal. In the context of the global economic and trade situation declining and facing many risks, our country's economy continues to grow quite well.
The International Monetary Fund (IMF) has commented: Vietnam is a bright spot "in the gray picture" of the global economy. Economic growth in 2021 reached 2.56%, while many economies in the world experienced negative growth; economic growth in 2022 reached 8.02%, much higher than the plan (6 - 6.5%) and at a high level compared to other countries in the region as well as in the world.
Although GDP growth in the first quarter only reached 3.2% over the same period, according to forecasts by many international organizations, the whole year of 2023 can still reach 6 - 6.5%.
The important new point of this term is the issuance and successful organization of National Conferences to thoroughly grasp and implement the new resolutions of the Politburo on socio-economic development, ensuring national defense and security in all 6 socio-economic regions of the country, actively contributing to the successful implementation of the innovation policy of the 13th National Party Congress on regional development - an issue of strategic and important significance, both in theory and practice, in the rapid and sustainable development of regions in particular and the whole country in general.
The cultural and social fields continue to receive attention, care, investment and development, achieving many important and clear results. Social security is guaranteed; people's lives are improved.
Social policies, especially for people with revolutionary contributions; social protection and policies and measures to support businesses, workers, and people in remote and disadvantaged areas severely affected by the Covid-19 pandemic, have been implemented promptly.
In particular, in the prevention and fight against the Covid-19 pandemic, our nation's heroic, patriotic traditions, "loving others as you love yourself" and the superiority of our regime have been promoted to a new height.
The Central Executive Committee, the Politburo, and the Secretariat have continued to pay attention to leading and directing the fields of national defense, security, and foreign affairs; gradually perfecting and developing the Party's theoretical thinking, policies, and guidelines on building and organizing the implementation of the Fatherland Protection Strategy in the direction of: Strengthening the people's hearts and minds; proactively and promptly detecting, preventing, and repelling the risks of war and conflict; protecting the Fatherland early and from afar; and defending the country when it is not yet in danger.
Foreign affairs and international integration activities continue to be expanded, achieving many important results; continuing to consolidate and enhance our country's position and prestige in the international arena.
Regarding the building of the Socialist Republic of Vietnam's rule-of-law State and the great national unity bloc, the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term was successfully held amid complicated developments of the Covid-19 pandemic.
Resolution 6 of the 13th Central Committee "On continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period" has set out viewpoints, guiding thoughts, tasks, and appropriate solutions...
National conferences to implement the Resolution of the 13th National Congress of the National Assembly, the 15th Government and of the blocs such as: Internal Affairs, Vietnam Fatherland Front, National Defense, Security, Foreign Affairs, Anti-corruption, Negativity, etc. were organized synchronously, methodically and successfully right from the beginning of the term, providing clear and correct orientation for continuing to innovate, build and perfect the socialist rule-of-law State of Vietnam and consolidating and strengthening the great national unity bloc.
The Politburo and the Secretariat always closely follow the viewpoints, guiding thoughts, goals and tasks on the work of preventing and combating corruption and negativity stated in the Documents of the 13th National Party Congress to concretize them into annual, quarterly, monthly and weekly work programs and lead and direct Party committees and organizations at all levels to implement them, achieving many important results.
Many very positive innovations in this field of work such as: Issuing new regulations on functions, tasks, powers, working regimes, and working relationships of the Central Steering Committee on preventing and combating corruption and negativity, which have supplemented and expanded the functions and tasks of the Steering Committee, including directing the prevention and combat of "corruption" and "negativity", focusing on preventing and combating ideological, moral, and lifestyle degradation among cadres and party members, considering this the root of all problems.
At the same time, effectively direct the implementation of the Project to establish a Provincial Steering Committee on anti-corruption and negativity in all 63 provinces and centrally-run cities, with initial good results, gradually overcoming the previous situation of "hot above, cold below".
General Secretary Nguyen Phu Trong affirmed: “Never before has the fight against corruption and negativity in our country been directed in such a strong, systematic, synchronous, drastic and clearly effective manner as in recent times, leaving a remarkable mark, creating high consensus in the whole society and consolidating and strengthening the trust of cadres, party members and people in our Party, State and regime.
The work of detecting and handling corruption has been directed and implemented methodically, synchronously, resolutely and effectively, creating a breakthrough, affirming the very high determination of our Party, State and people in the fight against corruption and negativity, "with no forbidden zones, no exceptions, regardless of who the person is; not subject to pressure from any organization or individual".

More smoothly combine "build" and "fight"
The work of Party building and rectification has created positive changes, with many outstanding marks in the more harmonious and smooth combination between "building" and "fighting", more comprehensively in all aspects of Party building work.
In particular, personnel work continues to be given more importance and importance, with its position and role as the "key of the keys"; there are many new and more effective ways of doing things and regulations, closely linked to the work of Party building and rectification in general; resolutely preventing, repelling and strictly handling cadres and party members who have degraded political ideology, ethics, lifestyle, and manifested "self-evolution" and "self-transformation", regardless of who they are; there are no forbidden areas and no exceptions.
Up to now, the Central Executive Committee, the Politburo, and the Secretariat have considered removing from office, suspending work, retiring, and assigning other jobs to 14 cadres under the Central management. Localities have also arranged work and implemented policies for 22 cadres after being disciplined in accordance with the Party's policy of "some in, some out; some up, some down"; demonstrating a resolute, exemplary, strict, and humane spirit, which has an educational, alerting, warning, and deterrent effect on cadres, civil servants, and party members; at the same time, they have promptly directed the completion of replacement leadership personnel, which has been highly appreciated and agreed upon by public opinion of cadres, party members, and the people.
The Party's inspection, supervision and discipline work continues to be innovated and strengthened on the basis of issuing quality regulations and seriously and synchronously implementing many new Party regulations, contributing to building a clean and strong Party and political system; restraining, preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party; corruption, "group interests", "term thinking"; "individualism", "power degeneration" among a significant number of cadres and Party members.
The Party's inspection, supervision and discipline work contributes to improving the Party's leadership capacity and fighting strength, strengthening solidarity and unity within the Party, consolidating people's trust, maintaining political stability, order and discipline, promoting the country's socio-economic development...
Besides the advantages and achievements, General Secretary Nguyen Phu Trong also pointed out that there are still some limitations and shortcomings and pointed out some lessons learned about innovation in leadership methods and working style and manners.

Greater efforts to successfully implement Resolution of the 13th National Congress
Regarding the direction and key tasks from now until the end of the 13th Congress term, General Secretary Nguyen Phu Trong emphasized, “We absolutely must not be subjective, complacent, or too enamored with the results and achievements that have been achieved, nor too pessimistic or wavering in the face of difficulties and challenges; on the contrary, we need to be calm, clear-headed, and make good use of the results and lessons learned, and overcome the limitations and weaknesses that still exist, especially from the beginning of the 13th Congress term until now.”
General Secretary Nguyen Phu Trong requested that it is necessary to continue to thoroughly grasp and strictly implement the Party's guidelines and policies, the State's laws and policies on rapid and sustainable development. Focus on consolidating and strengthening the macroeconomic foundation, controlling inflation, improving the internal capacity and autonomy of the economy on the basis of improving and maintaining the stable and safe development of the system of credit institutions and the monetary, real estate, securities and corporate bond markets; focus on improving the investment and business environment; effectively resolve difficulties, limitations and weaknesses, both short-term and long-term, of the economy...
General Secretary Nguyen Phu Trong emphasized that it is necessary to pay more attention to the task of developing culture and society in harmony with economic development; ensuring social security and welfare; constantly improving the material and spiritual life of the people...
General Secretary Nguyen Phu Trong pointed out that it is necessary to continue to consolidate and strengthen national defense and security potential; maintain political stability, social order and safety; improve the effectiveness of foreign affairs and international integration. Proactively prevent and resolutely fight to defeat all sabotage plots of hostile and reactionary forces; absolutely do not be passive or surprised in any situation...
The General Secretary requested to continue to promote and improve the work of building and rectifying the Party and the political system to be truly clean and strong, especially the system of legislative, executive and judicial agencies from the central to local levels. To build a truly clean, honest, strong Government and local authorities that operate effectively and efficiently.
Specifically, there must be a program and plan to seriously, vigorously and effectively implement the Resolutions and Conclusions of the Central Committee on this issue, especially the Resolution of the 12th Central Committee, Session 4 and the Conclusion of the 13th Central Committee, Session 4 on promoting Party building and rectification and the political system; resolutely prevent, repel and strictly handle cadres and Party members who have degraded in political ideology, ethics and lifestyle, showing signs of "self-evolution" and "self-transformation", associated with studying and following Ho Chi Minh's ideology, ethics and lifestyle.
General Secretary Nguyen Phu Trong noted that it is necessary to do better in personnel work to select and place the right people with virtue, talent, integrity, dedication, and devotion to the country and the people into leadership positions in the state apparatus. Resolutely fight to eliminate those who fall into corruption and depravity; oppose all manifestations of seeking positions, power, localism, and preferential recruitment of unqualified relatives and family members.
Promote democracy, raise sense of responsibility, set examples, and the spirit of serving the people of cadres, civil servants, and public employees. Have mechanisms and policies to encourage and protect dynamic, creative people who dare to think, dare to do, and dare to take responsibility.
Tighten discipline and order; regularly inspect and urge, create strong changes in the implementation of public duties; improve ethics, culture, and professionalism of cadres, civil servants, and public employees. Persistently and resolutely fight against corruption and negativity, associated with promoting the development and improvement of laws, mechanisms, and policies so that "corruption is impossible, not daring, not wanting".
At the same time, we need to rectify and fight against the idea of retreating, and the concern that if we fight against corruption and negativity too strongly, it will hinder development, discourage us, cause us to "hold back", "defend", "cover up", keep "safe", avoid and shirk responsibility in a group of cadres and civil servants, especially leaders and managers at all levels.
“I have said it many times, and now I repeat: Those who have that mindset should stand aside and let others do it! All of us, especially those who directly do organizational and personnel work, must have strong will and determination, a pure heart, and a discerning eye. Don’t “see red as ripe”!; “Don’t see red as ripe!”, the General Secretary emphasized.
Regarding preparations for party congresses at all levels, towards the 14th National Congress of the Party, General Secretary Nguyen Phu Trong noted that, based on the results and experience of organizing the vote of confidence of the Central Executive Committee for members of the Politburo and Secretariat at this mid-term Central Conference, we need to focus on leading and directing the organization to effectively implement the vote of confidence for leadership and management positions in the political system; develop a plan for leaders at all levels, especially the plan for the 14th Central Executive Committee, Politburo, and Secretariat for the 2026-2031 term; prepare for party congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party.
In addition, theoretical and practical issues over 40 years of innovation, focusing on the last 10 years, need to be urgently and seriously summarized; Sub-committees should be established to prepare for the 14th National Party Congress so that these sub-committees, especially the Documents Sub-committee and the Personnel Sub-committee, can soon come into operation, meeting the set goals and requirements.
General Secretary Nguyen Phu Trong believes that after this Conference, with new confidence, new spirit, new motivation, our entire Party, people and army will continue to unite and strive with greater determination and effort; be more proactive and creative to wisely grasp all opportunities and advantages; firmly overcome all difficulties and challenges; successfully complete the goals and tasks set for the entire 13th tenure, contributing to building the country to become increasingly developed and prosperous; more dignified and beautiful, as beloved Uncle Ho always expected.
