On January 31, the Provincial Party Committee and Border Guard Command held a ceremony to announce the Decision to merge and reorganize the Logistics Department and the Technical Department into the Logistics - Technical Department. At the Ceremony, the Party Committee and the Border Guard Command of Thanh Hoa province announced the Decisions of the Ministry of National Defense and the General Staff of the Vietnam People's Army on merging and reorganizing the Logistics Department and the Technical Department into the Logistics - Technical Department; announced and presented the Decisions of the Border Guard Command and the Border Guard Command of Thanh Hoa province on the transfer and appointment of cadre positions and transfer of professional soldiers; announced and presented the Decision on the establishment of the Party Committee of the Logistics - Technical Department.

According to the Decision, Senior Lieutenant Colonel Nguyen Dang Manh holds the position of Deputy Secretary of the Party Committee, Head of the Logistics - Technical Department; Lieutenant Colonel Le Xuan Binh, Secretary of the Party Committee, Deputy Head of the Logistics - Technical Department.

Reorganizing the Logistics and Technical Department is a very important task in implementing the "3 breakthroughs" according to the Resolution of the 11th Military Party Congress (breakthrough in adjusting organization and staffing, suitable for the requirements of the new period).

Speaking at the ceremony, Colonel Hoang Van Hung, Party Secretary and Political Commissar of Thanh Hoa Provincial Border Guard praised and acknowledged the achievements of the Logistics Department and the Technical Department in recent years, and requested the Logistics - Technical Department to promptly stabilize its organization and staff, promptly adjust plans and documents, improve the leadership capacity of Party committees and organizations, quickly put into operation according to its functions and tasks, build the Logistics - Technical Department of the Provincial Border Guard to be comprehensively strong and complete assigned tasks well, contributing to building a comprehensively strong unit.

On the same day, the Party Committee and the Provincial Border Guard Command held a conference to hand over the responsibility of the Head of Logistics and Engineering.
