On May 24, information from Hai Duong Provincial Police said that the Investigation Police Agency of Hai Duong City Police had initiated a case, prosecuted the accused, and temporarily detained Vu Minh Duc (26 years old, residing in Quang Trung Ward, Hai Duong City, Hai Duong Province) for the crime of "violating regulations on road traffic participation".
The above decisions have been approved by the People's Procuracy at the same level.

The records show that at around 4:30 p.m. on May 19, Duc was driving a car with license plate 34A - 628.41 on Pham Ngu Lao Street in Pham Ngu Lao Ward (Hai Duong City) in the direction from May Su intersection to Nga Sau.
Due to not being able to control the steering wheel, Duc's car collided with Nguyen Duc Minh Quan (10 years old, living on Dang Van Ngu street, Tan Binh ward, Hai Duong city) who was riding his bicycle in the opposite direction.
After that, Duc's car continued to collide with a motorbike with license plate 34B2 - 562.60 driven by Mr. Do Hai Nam (51 years old, residing in Thanh Binh Ward, Hai Duong City), a motorbike with license plate 34K1 - 039.37 driven by Ms. Le Thi Chinh (44 years old, residing in Thanh Binh Ward, Hai Duong City), and an electric motorbike with license plate 34MD - 516.60 driven by Ms. Dinh Khanh Ngoc (17 years old, residing in Dong Nien Street, Viet Hoa Ward, Hai Duong City) traveling in the opposite direction to Duc.
The series of accidents left 4 people injured and 5 vehicles damaged.
Duc was then detained by traffic participants and taken to the police station.
Through investigation, it was determined that Vu Minh Duc was driving a car with a breath alcohol concentration of 1.019 mg/l.
The case will continue to be handled by the prosecution agencies according to the provisions of law.
