Temporarily detain hair salon owner who used shovel to chase ward working group in HCMC

On October 10, the Investigation Police Agency of Phu Nhuan District Police, Ho Chi Minh City, prosecuted and temporarily detained Pham Duc Hoan (41 years old, owner of Hoan Anh hair salon) for the crime of Resisting a person on official duty.

In July 2023, the functional forces of Ward 15, Phu Nhuan District, discovered that the owner of Hoan Anh hair salon, address 128 Tran Huy Lieu, had arbitrarily dug and leveled the ground in the road safety corridor, the land along both sides used for management, maintenance, and protection of road works.

On the afternoon of July 27, 2023, a working group of the People's Committee of Ward 15, Phu Nhuan District, including: Mr. Tran Anh Dung, civil servant of construction, urban and environmental land; Mr. Tran Nguyen Tuan Thanh; Mr. Nguyen Van Hong; Mr. Tran Anh Tuan, all urban order officers, went to the above address to inspect and handle the matter.

Here, Mr. Tran Anh Dung asked Mr. Pham Duc Hoan to provide personal information to make a record of the violation, but Mr. Hoan did not cooperate, cursed, and insulted the honor and dignity of the officer.

Immediately afterwards, Ward 15 Police sent forces to maintain security and order, ensuring safety for the working group of the Ward People's Committee while performing their duties.

When Mr. Nguyen Van Hong entered the house to invite Mr. Hoan to work, the defendant continued to curse and insult, grabbed his shirt, pushed him, and chased him out of the house. Mr. Hoan even took a crowbar and chased and threatened to beat the officers on duty. The police then restrained Mr. Hoan and took him to the headquarters for work.

Phu Nhuan District Police determined that the incident injured one member of the working group and that Mr. Hoan had resisted a law enforcement officer. After more than a year of investigation, Phu Nhuan District Police had sufficient grounds to prosecute and temporarily detain this suspect.
