No receipt, direct transfer to personal account when having health check-up to go abroad is the current situation at some hospitals in Hanoi.
At the reception desk, the woman did not wear an employee badge to collect medical examination fees and did not issue an invoice at Hanoi National University Hospital.
Examination without receipt, payment via personal account
On the morning of November 6, arriving at Hanoi National University Hospital early, D. (29 years old) came for a health check-up and completed the procedures to prepare for marriage in Taiwan.
Sharing with Tuoi Tre Online , D. said that the health examination department was very crowded. When he was looking for the foreign health examination area, a person in a white coat guided him to the front door to get his medical records.
"A person guided me to fill out a medical examination form, then collected 750,000 VND. Then guided me to the examination rooms in order. This person collected the money, then wrote on the cover of the medical examination form "SC.H" and did not issue a receipt," Mr. D. recounted.
Mr. D. said he was quite curious because normally when going to the clinic, there is a receipt but here there is not. He also did not know if the guide named H. was a hospital employee because he did not see him wearing a name tag or employee card. Was he charged more than the regulations?
Mr. V. went to Hanoi National University Hospital for a health check before returning to work in Japan. Mr. V. said that the company introduced him to this hospital for a health check and said that there would be someone to guide him when he got there.
"When I went to fill out the application, a hospital staff member guided me through filling out the information and paying the fee. I paid 850,000 VND but there was no receipt and the money was transferred to CTTT's personal account," said Mr. V.
This situation not only occurs at Hanoi National University Hospital, but also occurs in a number of other hospitals in Hanoi.
On October 28, Mr. T. went to the Transport Hospital for a health check-up before going abroad to work. Here, Mr. T. was instructed to transfer the health check-up fee to NNH's personal account with the amount of 800,000 VND and there was no receipt.
At this time, many people are waiting for their turn to see a doctor and many people who come to see a doctor do not have a receipt.
According to Tuoi Tre Online 's research, health examinations for foreign workers involve a working relationship between labor brokers and "brokers" on duty at the hospital.
These people are often present directly at the hospital to "support" people coming for medical examination. With the need to connect workers for medical examination, the reporter called the phone number of Ms. TH - the person "exporters" call the contact at the Transport Hospital - to work.
When discussing the "mechanism" for health check-ups for workers going to Japan, Ms. H. said that the current price for the check-up is 800,000 VND "back" 200,000 VND (meaning workers pay 800,000 VND and will pay a "commission" of 200,000 VND/person - PV). If the number of people examined in a month is over 50, they will receive a "commission" of 250,000 VND/person.
At Hanoi National University Hospital, a "contact" named L. also said that for Japanese workers, the cost is 800,000 "back" 300,000 VND or 320,000 VND.
According to information from these two hospitals, the cost of a health check-up service based on a regular profile (not a specially requested profile) ranges from 400,000 to 550,000 VND. However, in reality, people who have a health check-up have to pay more than this amount.

What do stakeholders say?
Speaking with Tuoi Tre Online , Ms. H. - an accountant at the Transport Hospital - confirmed that money was collected through her personal account and the amount was not the same as the amount on the receipt.
Ms. H. explained that at the hospital's foreign health examination department, there are mainly two groups: one is students from labor export companies that have signed health examination contracts with the hospital. The other is workers who come for self-examination.
"That day, the employee came to the clinic himself and the company asked me to "collect" the examination fee of 800,000 VND. Normally, the company would be the direct unit to collect, but that day, because the company's staff was busy, they asked for support," Ms. H. said, adding that this was against hospital regulations and this was also the first time she had collected such a fee.
According to Ms. H., every day the foreign health examination department examines about 70 people, of which 80% have signed cooperation agreements with companies.
At Hanoi National University Hospital, Mr. Tran Van Thien, deputy director of the hospital, said that the hospital had reviewed and confirmed that there was a situation where hospital staff collected money from people through personal accounts. This situation had already occurred in 2021 and the hospital had reminded and thoroughly implemented it.
Mr. Thien confirmed that the CTTT account belongs to the receptionist at the hospital's examination department. The CTTT account holder explained that the labor export company asked him to collect the money.
"Ms. T. said that because the company's staff did not arrive on time, they asked her to collect 850,000 VND, including the medical examination fee and visa fee... After collecting, Ms. T. transferred the money back and issued an invoice to the company," Mr. Thien informed, saying that the hospital examination fee is 400,000 - 500,000 VND for labor export to Japan.
Violations will be strictly handled.
Mr. Thien also explained that the people who guide patients for examination and collect money directly at the hospital are people from labor export companies. In the case of Mr. D. (the person who came for a medical examination to get married in Taiwan) did not belong to any company, but because the company's people claimed to be their workers, they collected money and gave instructions. The hospital does not know all the workers who come by themselves, so they are not closely monitoring.
Every day, the Transport Hospital examines the health of about 100 people going abroad.
"We have reminded all staff of the examination department that collecting money directly into personal accounts is against hospital regulations. Regarding Ms. T., the hospital will take measures to handle and transfer her to another job.
Regarding employees from labor companies, from now on we will not let them sit directly at the examination department door, but sit in another area to avoid causing misunderstandings for people who come to the examination department themselves," Mr. Thien affirmed.
At the Transport Hospital, the hospital leader said that as soon as they received the feedback, the hospital suspended Ms. H.
"The hospital has very clear regulations on medical examination and treatment procedures. Collecting medical examination fees through personal accounts is against hospital regulations and Ms. H's violation is a personal violation.
At the same time, the hospital's entire medical examination and treatment process will be re-adjusted," said the hospital leader.
According to statistics from the Department of Overseas Labor Management (Ministry of Labor, War Invalids and Social Affairs), the number of Vietnamese workers working abroad in 2023 reached nearly 160,000 people. In addition, there are currently nearly 200,000 Vietnamese students studying abroad at all levels.
One of the regulations when working or studying abroad is a health check before departure, to determine whether the worker or international student is healthy enough or not. That is why the health check market has become so active in recent years.
