On April 6, a leader of the Nam Dan District People's Committee said that the district had just found a working record confirming that schools had transferred money to the Social Insurance related to the case of hundreds of teachers being charged nearly 4.6 billion VND in social insurance debt from many years ago, including more than 2.6 billion VND in late payment fines.
This working record was made on May 15, 2012, with full signatures of representatives of the departments: Education, Home Affairs, Finance and Social Insurance of Nam Dan district.
The content of this record stated that the amount of insurance arrears due to the difference in the process of re-arranging salary grades was deducted from the district's education career fund to pay to the Social Insurance agency. Specifically, the amount of more than 311 million VND was calculated according to the minimum wage at each time, from August 2011 onwards. This amount was transferred by the Nam Dan District Education Department to the relevant schools, then the schools paid to the Nam Dan District Social Insurance.
The leader of Nam Dan District People's Committee said that after finding this record, the district asked the schools to review and find the payment documents and Dang Chanh Ky Secondary School found the invoice showing that the money had been paid to Nam Dan District Social Insurance. Currently, other schools are reviewing, after having the results, they will work and compare with the Social Insurance agency to determine the amount paid.
Currently, Nam Dan District Social Insurance has not yet taken any action after this new detail.
Previously, speaking to the press, the leader of this unit said that the decision to upgrade the salary of contract teachers by the People's Committee of Nghe An province in 2011 was special due to the lack of teachers and school staff. According to the inter-sectoral guidance, these teachers are only entitled to receive salary back-grades, not back-salaries. The guidance also clearly states that the units go directly to the financial and social insurance agencies to receive funding to resolve the social insurance regime for these workers.
"In 2011, the Nam Dan District People's Committee decided to allow employees in educational institutions on the payroll to receive back wages. At this time, educational institutions should have worked with the finance department to have funds to resolve the issue, and at the same time required employees to complete the paperwork and send it to the district's Social Insurance for resolution, but they did not do so. The district's Social Insurance is not responsible for notifying educational institutions. According to the Social Insurance Law, to resolve retirement benefits and other related benefits, the salary level for social insurance contributions must be collected," said the leader of the Nam Dan District Social Insurance.

More than 20 years ago, in the context of a serious shortage of teachers, the People's Committee of Nam Dan district as well as other districts had to recruit teachers and school staff on contract to meet teaching needs. However, these teachers recruited by the district were not given salary increases according to regulations.
In 2006, the People's Committee of Nghe An province issued a document directing departments and branches to review and provide guidance on salary increase implementation. Then, on June 29, 2007, the Department of Home Affairs, the Department of Education and Training, the Department of Finance and Social Insurance of Nghe An province issued an inter-sectoral document guiding the rearrangement of salary grades.
In Nam Dan district, in 2011, these teachers were given a salary increase in a "leapfrog" manner to compensate for the time they had not received a salary increase before. Many teachers were raised from 1 to 4 salary levels but were not paid back wages. These teachers said they were also not notified to pay insurance premiums for the increase.
By 2024, 3 of these teachers had decided to retire, the schools had completed the documents and sent them to Nam Dan District Social Insurance to resolve the retirement regime according to regulations. However, Nam Dan District Social Insurance later issued a document stating that they had not yet paid the difference (Social Insurance, Health Insurance, Unemployment Insurance) when their salary was reclassified.

Next, Nam Dan District Social Insurance reviewed and discovered that hundreds of teachers and staff at schools in the district had their salaries re-ranked but had not yet paid the difference. The amount of the difference as of November 2024 was nearly 4.6 billion VND. Of which, the principal amount was nearly 2 billion VND, the rest was additional money. Some people owed the most, up to more than 65 million VND. Most of the remaining people were at 50 million VND. The Nam Dan District People's Committee had to hold many meetings to come up with a solution after receiving the notice from the Social Insurance.
