The 1,541 km North-South high-speed railway is expected to be divided into four component projects to be implemented simultaneously and completed in 2035. High-speed train fares are equal to 75% of the average low-cost airline fare.
The North-South high-speed railway project is a project that many people across the country are interested in.
Speed 350 km/h
According to the Government's draft proposal, the speed of 250 km/h was developed 50 years ago and is currently only suitable for short and medium routes.
As for the North-South corridor, which is more than 1,500 km long and connects many large cities, a speed of 350 km/h will help attract more passengers.
World experience shows that choosing a speed of 350 km/h not only helps shorten travel time, but also has the ability to attract about 12.5% more passengers than a speed of 250 km/h.
Although the initial investment cost is 8-9% higher, this is a long-term visionary decision, ensuring modernity and synchronization with high-speed railways around the world.
Estimated ticket price
The expected ticket price of the high-speed rail line will be about 75% of the average ticket price of low-cost and economy airlines.
To suit affordability and attract passengers, high-speed rail tickets are divided into 3 price levels corresponding to different subjects and levels of comfort. The proposed ticket prices are not much different from those of countries with similar conditions to Vietnam, lower than air travel, higher than road travel but with higher service quality and time savings.

The North-South high-speed railway not only connects major cities but is also expected to have 23 passenger stations along the route, passing through 20 provinces and cities, with each locality having 1 passenger station, including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, and Ho Chi Minh City.

Ha Tinh has also added Vung Ang station, a freight station that can pick up and drop off passengers, and a station connecting to the Mu Gia - Vung Ang railway line. Vung Ang is a large economic zone in the North Central region, so it is forecasted that the demand for passenger transport will be relatively large.
Binh Dinh and Binh Thuan provinces will add Bong Son and Phan Ri stations to serve operations during the exploitation process. According to the consultant's research, the passenger station arrangement plan of the route is similar to the Beijing - Shanghai railway line (length of more than 1,310 km, design speed of 380 km/h, arrangement of 24 stations).
Given Vietnam’s complex terrain, the high-speed railway will use three main types of structures: bridges accounting for about 60% of the route length, tunnels accounting for 10%, and ground accounting for 30%. This not only helps the route traverse different terrains efficiently, but also ensures stability and safety during operation.
Component projects
The high-speed railway project on the North-South axis has a large length (estimated at about 1,541 km, of which 70% are bridge and tunnel works requiring complex design surveys).
Therefore, to shorten the implementation time, mobilize maximum resources and domestic contractors to participate in the implementation, the Government plans to divide it into 4 component projects and implement them simultaneously.

Preliminary determination of total project investment is about more than 67 billion USD

Component project 1: the section from Ngoc Hoi station (in Hanoi) to Vinh station (in Nghe An) has a total length of about 281 km.
Component project 2: the section from Vinh station to Da Nang station has a total length of about 420 km.
Component project 3: the section from Da Nang station to Dien Khanh station (in Khanh Hoa) has a total length of about 480 km.
Component project 4: the section from Dien Khanh station to Thu Thiem station (in Ho Chi Minh City) has a total length of about 360 km.
Based on preliminary selection of technology, engineering, investment scale, and reference to investment rates of high-speed railway projects that have been and are being implemented in the world, the total investment of the project is initially determined to be about more than 67 billion USD.
With an estimated total investment of more than 67 billion USD, capital allocation for about 12 years, an average of about 5.6 billion USD per year, equivalent to about 16.2% of the medium-term investment plan for the period 2026 - 2030 if the current medium-term public investment ratio of 5.5 - 5.7% of GDP is maintained. The Government proposes to allocate public investment capital.
After the completion of the high-speed railway project, it is expected that Vietnam Railways Corporation will be assigned all vehicles and equipment for exploitation and will be responsible for paying the debt for the investment costs of vehicles and equipment. At the same time, during the construction and operation process, businesses will also be called upon to invest in service and commercial areas at the stations; and invest in additional vehicles for exploitation when needed.
