In particular, the City Police directed units to review, verify and handle cases of suspected "herding" activities. As a result, the City Police have made a management list of 8 cases of suspected "herding" and are currently verifying and clarifying them to handle them in accordance with the law.
However, in the process of handling subjects who herd beggars, the unit encounters difficulties because the subjects are often relatives, even biological parents of the children.
The pimps also prepare and instruct children and beggars on the content and methods to deal with the situation when the authorities discover them, such as pretending to sell lottery tickets, cotton swabs, ballpoint pens, chewing gum, etc., leading to difficulties in consolidating records and evidence for handling according to the law.

Up to now, local police have coordinated and received nearly 1,000 cases of homeless people and beggars in Ho Chi Minh City.
Particularly for cases of foreign beggars (Cambodians), the City Police coordinated with the Social Support Center - Department of Labor, Invalids and Social Affairs to manage 143 cases, of which 83 cases were handled (decisions were made to fine and expel 37 cases over 16 years old, and 46 cases of children under 16 years old were handed over to the Cambodian side).
Through handling cases of Cambodian vagrants and beggars, the City Police found that most of them were women, children, disabled people, and elderly people in difficult circumstances living in provinces bordering Vietnam such as Svay Rieng and Prey Veng provinces who took advantage of the General Agreement on Border Regulations between Vietnam and Cambodia.
In the first 9 months of 2024, the Department of Labor, Invalids and Social Affairs received 1,314 cases of children, beggars and other subjects in need of urgent protection handed over by working groups of districts, wards, communes and towns.
