On the evening of May 21, the leader of Da Lat City Police (Lam Dong Province) said that he had just issued an emergency arrest warrant for Tran Hoai Thuong (33 years old, residing in Ward 2, Da Lat City) to investigate the act of intentionally causing injury.

Thuong was identified as the person who abused NNTC (born February 25, 2023, residing in Ward 3, Da Lat City) and caused multiple injuries.

Initially, C. was diagnosed with a fracture of the left forearm and right arm, a fracture of the femur in both legs, and a traumatic brain injury. C. was in a coma and required a blood transfusion. Initially, he was put on an endotracheal tube, then put on a ventilator in critical condition.

Previously, the police also summoned Nguyen Phuc Hong An (22 years old, residing in Ward 3, Da Lat City), the biological mother of C. However, because C.'s health condition is currently very poor, the police temporarily let An take care of the child.

C. is the son of Nguyen Phuc Hong An and his biological father is Mr. N.D.TN (residing in Ward 7, Da Lat City).

In 2020, An married N. and had a child C., but separated in February 2023. After that, An and C. rented a room in Ward 1, Da Lat City. Since March 2023, An has been in a relationship with Tran Hoai Thuong.

Because C. was a newborn, he often cried and fussed, which made Thuong very angry. Therefore, Thuong repeatedly used her hands to hit and slap C. hard in the face.

On April 14 and 15, 2023, Thuong slapped C in the face.

On May 19, 2023, Thuong took a pacifier, put it in C.'s mouth, and then put tape around his mouth to keep him from crying. When she saw C. having difficulty breathing, Thuong removed the tape. A moment later, Thuong continued to throw 4-5 teddy bears at him.

At 1:00 a.m. on May 20, Thuong and An used crystal meth together and then Thuong committed cruel acts against C. Notably, at the time Thuong abused C., An was present in the rented room but did not stop it.

Thuong had a previous conviction for illegal possession of drugs and was sentenced to 2 years in prison by Bao Loc City People's Court in 2016.

The case is currently being investigated and clarified by the authorities.
