Specifically, three subjects including Nguyen Van Hien, Duong Thi Phuong, and Dinh Thi Kieu were prosecuted and temporarily detained for the crime of "Violating regulations on the protection of endangered, precious, and rare animals" as prescribed in Point b, Clause 1, Article 244 of the Penal Code.

According to the investigation agency, previously, at around 12:00 on December 25, 2023, the working group of the Economic Police Department (Ha Tinh Provincial Police) presided over and coordinated with Huong Khe District Police to discover and arrest red-handed the subject Duong Thi Phuong (born in 1975, residing in village 8, Huong Lam commune, Huong Khe district) in the act of buying and selling an individual sun bear (weighing 65 kg, belonging to an endangered, precious, rare species).

In an effort to clarify the case, the police conducted an emergency search and arrested Nguyen Van Hien (born in 1979, residing in Hamlet 7, Huong Lam Commune). The suspects confessed that Hien bought the sun bear in Laos for 60 million VND, then transported it to Vietnam in frozen form.

Hien then transported it to Duong Thi Phuong's house. At the time mentioned above, Duong Thi Phuong was selling the dog bear to a customer when she was arrested.

Expanding the investigation, the police continued to urgently search the house of Dinh Thi Kieu (born in 1978, residing in Huong Lam commune) and discovered 1 king cobra (an endangered, precious species).

Kieu confessed that these goods were purchased from an individual to sell, but before they could be sold, they were arrested by the authorities.

The Investigation Police Agency of Ha Tinh Province has consulted the Institute of Ecology and Biological Resources under the Vietnam Academy of Science and Technology to determine the species of the above animals. The conclusion shows that the sun bear and king cobra are listed in Group IB, List of endangered, precious and rare forest plants and animals.
