The Ministry of Transport said it has just decided to assign the Railway Project Management Board to prepare a pre-feasibility study report for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line.
The railway network planning for the period 2021-2030, with a vision to 2050, has oriented the Lao Cai - Hanoi - Hai Phong railway line connecting Lao Cai to Nam Hai Phong station, about 380km long (connecting Hai Phong international gateway seaport with Dinh Vu, Nam Do Son and Lach Huyen port areas), double track, 1,435mm gauge, electrification; investment roadmap to 2030 and after 2030.
According to the Ministry of Transport, the project aims to ensure connectivity with domestic and international railway networks, convenient transit with other modes of transport; serve as one of the main traffic axes on the East-West economic corridor of the Northern region, meeting the need for high-quality, fast, convenient and safe transport.
Funding for preparing pre-feasibility study reports according to approved tasks, estimates and annual investment preparation capital plans. Implementation period is from 2023 to 2025.
The Railway Project Management Board is the investor in preparing the pre-feasibility study report; selecting a consultant to prepare the report according to current regulations.

"Currently, the Vietnam Railway Authority is planning the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway route, which will connect from Nam Hai Phong station to Cai Lan station (Quang Ninh). The route from Lao Cai to Nam Hai Phong station will be studied first. After the planning of the Lao Cai - Hanoi - Hai Phong - Quang Ninh route is approved, the section from Nam Hai Phong station - Cai Lan station, about 60km long, can be separated into a separate project for investment and construction research," said a representative of the Railway Project Management Board.
According to the initial report of the Lao Cai - Hanoi - Hai Phong - Quang Ninh Railway Planning, the planning consultant proposed a total length of more than 441km, with a design speed of Vmax = 160km/h. The route passes through the following provinces/cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Hung Yen, Hai Duong, Hai Phong, and Quang Ninh.
The train will run from Lao Cai station as the starting point, through Hanoi, Nam Hai Phong station (train station) and the final point is Ha Long station (for passenger trains), Cai Lan station (for freight trains) in Quang Ninh province. The section from Nam Hai Phong to Dinh Vu, Lach Huyen, Do Son ports will run by branch line.
