Over the years, The Party committees, government, and National Defense and Security Education Councils at all levels in Quang Ninh have effectively implemented national defense and security education. This has contributed to creating a comprehensive strength to protect the Fatherland from early on and from afar, building a strong grassroots political system, maintaining political stability, social order and security, and creating conditions for socio-economic development.
Colonel Khuc Thanh Du, Commander of the Provincial Military Command and Standing Vice Chairman of the Provincial National Defense and Security Education Council, stated: Following the directives of the Military Region and the Provincial National Defense and Security Education Council, the Provincial Military Command has developed a plan, conducted a comprehensive review, and implemented the task of educating and training participants in national defense and security knowledge in accordance with regulations, ensuring comprehensiveness and improving quality. Based on the province's specific characteristics, during the training courses, the Provincial Military Command directed that, in addition to successfully completing the prescribed program, units combine extracurricular activities, cultural events, physical education, and sports, and especially maintain military discipline and order for the participants. For specialized units, the Provincial Military Command directs close coordination with the Military Command of the Vietnam Coal and Mineral Industry Group to open national defense and security training courses for Category 3 personnel at the grassroots level, in accordance with the business activities of the enterprises. For the National Defense and Security Education Councils in localities, national defense and security knowledge training is conducted in conjunction with theoretical training for newly admitted Party members.
To effectively fulfill the task of providing national defense and security education to various target groups, the provincial-level National Defense and Security Education Councils are constantly being strengthened. Along with this, the role and responsibility of each member of the National Defense and Security Education Council, especially the role of the head of each unit and locality in implementing the plan for national defense and security education and training, are being promoted; emphasis is placed on checking, monitoring, and evaluating the quality, linking it to the performance of each cadre and Party member.
The Provincial Military Command has advised the Provincial Party Committee and the Provincial People's Committee to allocate funds for the construction of facilities, creating the best conditions to ensure the task of educating and training people in national defense and security knowledge. The work of disseminating and educating the entire population on national defense is regularly carried out with the coordination of functional agencies, through various forms, integrating the dissemination and education of laws with national defense and security education. The Provincial National Defense and Security Education Council focuses on strengthening national defense and security education for the entire population through mass media, gradually bringing national defense and security education to a deeper level and achieving practical results.
In 2024, the work of national defense education for all citizens and the training of national defense and security knowledge for various target groups was implemented rigorously and effectively, and was highly appreciated by the Military Region's National Defense and Security Education Council. During 2024, 63 training courses on national defense and security knowledge were organized for target groups 1, 2, 3, and 4, with nearly 3,900 participants. Training was also provided to 50 influential community leaders and 70 Buddhist followers. In addition, the national defense and security education program was strictly implemented in 68 high schools, colleges, and universities in the province, with a total of nearly 54,000 students participating. Through education and training, awareness has been raised among cadres, Party members, and all segments of the population regarding military policies and national defense and security tasks, contributing to the successful implementation of the two strategic tasks of building and defending the Fatherland.
Mr. Nguyen Dang Kiem, Vice Chairman of the People's Committee and Chairman of the National Defense and Security Education Council of Cai Rong town (Van Don district), said: "Organizing training courses on national defense and security knowledge is very beneficial. Participating in these courses, we are equipped with knowledge about national defense and security, and about the viewpoints, guidelines, and policies of the Party and the State. Based on that, we apply it to our practical work, contributing to bringing the Party's guidelines and viewpoints, and the State's policies and laws into the lives of the people, and effectively carrying out tasks at the grassroots level. As Chairman of the National Defense and Security Education Council of the town, I will continue to advise and direct the effective implementation of national defense and security training courses for various target groups in the area, creating a synchronized transformation in the organization and implementation of tasks at the local level."
With practical and effective solutions in educating and training various target groups on national defense and security, Quang Ninh's national defense and security work has significantly improved. The awareness of cadres, civil servants, Party members, and other groups regarding national defense and security tasks has positively transformed, enabling them to better understand the targets, partners, and strategic schemes and tactics of hostile forces in the "peaceful evolution" movement. This has led to proactive and effective advice to local Party committees and authorities on socio-economic development combined with strengthening national defense and security, contributing to the sustainable development of the locality.
