Protecting forests after typhoon number 3.

Over the years, Quang Ninh province has paid special attention to reforestation and sustainable forestry development, thereby consistently maintaining a forest cover rate of 55%. However, Typhoon Yagi, which struck in September, destroyed over 117,000 hectares of forest, causing significant economic losses and directly impacting the environment. Therefore, the province is now paying special attention to forest protection and development after the typhoon.

Quang Ninh province has over 434,000 hectares of forest and forestry land, accounting for 70% of the province's total natural land area. Typhoon No. 3, with its immense destructive power and very strong intensity, caused damage to 117,311.8 hectares of forest in the province. The estimated total value of damage due to fallen trees is over 5 trillion VND, mainly affecting production forests with species such as pine, acacia, and eucalyptus. Most trees were broken at the trunk, felled, or uprooted, rendering them unable to grow. The most affected localities include: Ba Che (14,650 ha); Van Don (15,276 ha); Cam Pha (9,846 ha); Ha Long (22,800 ha); Tien Yen (16,724 ha); Hai Ha (2,235 ha); and Binh Lieu (2,017 ha)…

Immediately after Typhoon No. 3, localities, businesses, units, and forest-planting households quickly assessed the damage, promptly implemented clearing of undergrowth, and began restoring production. The province also directed localities and units to immediately implement existing provincial support policies to assist households, businesses, and units investing in the forestry sector, while urgently developing a plan for the reconstruction of the forestry sector to report to the Provincial People's Committee.

These days, the prolonged dry weather means that people and businesses are still collecting and disposing of damaged forest trees; the large number of fallen leaves and dry trees easily leads to the risk of forest fires. For example, on September 28th, a fire broke out in the eucalyptus, pine, and acacia forest in Zone 2, Cua Ong Ward, Cam Pha City. Recently, on the evening of October 1st, in Tien Hai village, Minh Chau commune, Van Don district, residents discovered a fire in the acacia, eucalyptus, and pine forests belonging to several households. Both fires required maximum effort from local authorities to extinguish. These were planted forests that had been severely affected by Typhoon No. 3. The cause of the fires was the hot, dry weather, combined with many broken branches from Typhoon No. 3, creating a thick layer of dry ground cover that easily ignited and spread.

To protect planted forests, on September 26, 2024, the Provincial People's Committee issued a document on strengthening forest management and protection measures, and forest fire prevention and control after Typhoon Yagi . Accordingly, the province directed that proactive measures be taken to strengthen forest fire prevention and control forces, and to intensify inspections of forest fire prevention and control work throughout the province, especially in key areas such as Ha Long, Cam Pha, Van Don, Ba Che, Tien Yen, Binh Lieu, Uong Bi, and Dong Trieu. The Provincial Forest Protection Department must closely monitor weather developments, maintain forecasts and warnings of high forest fire risks to provide timely information to localities. At the same time, it must strengthen coordination with forest owners to monitor fire in key forest areas, areas undergoing undergrowth clearing and harvesting, and areas with a high risk of fire, in order to implement effective preventive measures.

In addition, the Provincial People's Committee also launched a campaign to support the clearing and cleaning of forests, and the harvesting and utilization of forest products in areas damaged by Typhoon No. 3. Following the "four on-the-spot" principle, localities proactively mobilized forces and resources to organize a 30-day campaign to support forest owners in clearing and cleaning forests and harvesting forest products in damaged areas, determined to complete the task before October 31, 2024. Businesses involved in purchasing, processing, and exporting forest products were also provided with favorable conditions regarding warehouses, electricity, etc., to operate at maximum capacity, with a spirit of shared effort and maximum support in overcoming the damage for forest owners. Typhoon No. 3 caused significant damage to the forests of Quang Ninh province. The Provincial People's Committee has held numerous meetings to discuss solutions to support people and businesses involved in reforestation; to address immediate difficulties and find long-term solutions to restore the forests. With concerted efforts and timely measures to protect and develop forests, it is believed that people and businesses involved in reforestation in the province will have more confidence and motivation to restore production, leading to the rapid recovery and development of Quang Ninh's forest economy.
