Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired the conference at the Central bridge point.

According to the draft Decree on rice-growing land, including 5 chapters and 25 articles, there are specific and detailed regulations on rice-growing land. Accordingly, rice-growing land is land with suitable conditions for rice cultivation, including specialized rice-growing land (growing 2 rice crops) and remaining rice-growing land (growing 1 rice crop). The draft also clearly stipulates the conditions and plans for converting the structure of crops and livestock on rice-growing land, approved annually; the procedures and authority for converting the structure of crops and livestock on rice-growing land, and the conversion of rice-growing land use purposes to other purposes must be based on the principle of not losing the suitable conditions for rice cultivation again...

At the conference, delegates focused on discussing and clarifying terms about specialized rice land and remaining rice land; mechanisms and policies for protecting rice land; criteria, areas, and subjects eligible to convert rice land to other purposes; planning, measurement, and management of rice land use...

Delegates also contributed opinions to perfect the draft Decree in the direction of ensuring conformity, synchronization and consistency with other relevant laws and legal documents.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the highest goal is to protect rice fields, protect rice fields safely to ensure sustainable food security and environmental protection.

Therefore, based on the comments of the delegates, the Deputy Prime Minister requested the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to continue to coordinate with ministries and local branches to clarify the theoretical basis, practicality and feasibility in implementing the provisions of the Decree. At the same time, review and clarify the scope of the Decree, ensuring the enforceability of the Law when it comes into effect.

The Deputy Prime Minister requested the two ministries to continue researching and collecting opinions from experts and delegates at the conference to complete the draft and submit it to the Government for consideration and promulgation of the Decree in accordance with the correct procedures and legal regulations.
