Deployed in many localities, the model of self-managed residential areas to protect the environment and respond to climate change, chaired by the Vietnam Fatherland Front Committee of Bac Kan province, has contributed to raising awareness and changing people's behavior in protecting the living environment and landscape.
In 2019, Duong Quang commune (Bac Kan city) officially reached the new rural finish line, however, the situation of untreated waste and wastewater still affects the living environment. In order to raise people's awareness of environmental protection, in 2023, the Bac Kan City Fatherland Front Committee deployed the construction of a model of "Residential area protecting the environment and responding to climate change" in Phac Trang village before expanding it to residential areas in Duong Quang commune.
In the role of chairing the consultation, the Commune Fatherland Front Committee assigned responsibilities to each member organization to carry out specific tasks such as the Women's Union and the Youth Union mobilized union members to build the model of "Self-managed road", "flower road"; the Farmers' Association implemented the model of "Clean house, good field". At the same time, the Commune Fatherland Front Committee also directed the Front Working Committees of the villages to propagate the contents of environmental protection work, organize households to sign commitments to protect the environment, organize food safety production and business.
After 2 years of implementation, the model of "Residential areas protecting the environment and responding to climate change" has been replicated in almost all residential areas in Duong Quang commune. Every month, people in residential areas participate in general cleaning of village roads and alleys, and unclogging of sewers to contribute to maintaining a green, clean and beautiful living environment. Currently, the rate of waste collection and treatment in the commune has reached over 80%. Production and business establishments and livestock households basically comply with environmental sanitation regulations.
Along with the model of "Residential areas protecting the environment and responding to climate change", the Fatherland Front Committee of Bac Kan province has also deployed the model of "Commune self-management for environmental protection" in Quang Khe commune, Ba Be district. Up to now, 11/11 residential areas in the commune have organized households to sign commitments to protect the environment. In residential areas, the Fatherland Front has organized many practical activities such as mobilizing people to clean up village roads and alleys, planting flowers and green fences to form "bright, green, clean, beautiful" roads. Many production models adapting to climate change and protecting the environment have been maintained and replicated, such as planting trees to cover bare hills, collecting manure and composting to fertilize crops, and classifying and treating packaging of pesticides in agricultural production.
Ms. Do Thi Minh Hoa - Chairwoman of the Fatherland Front Committee of Bac Kan province affirmed that, through practice, self-management models have brought about positive effects, contributing to changing behaviors, raising awareness and responsibility of each citizen in environmental protection work. Up to now, the content of environmental protection has been specified and is one of the criteria for evaluating and classifying cultural families and cultural residential areas in the Campaign "All people unite to build new rural areas and civilized urban areas". Residential areas that have built pilot models have added environmental protection content to the village covenants and conventions on building cultural residential areas with 100% of households in pilot residential areas having signed a commitment to do a good job of environmental protection.
Over the past 10 years, the Fatherland Front Committee of Bac Kan province has deployed and built about 20 pilot models of self-managed residential areas to protect the environment and respond to climate change. Along with that, the Fatherland Front at all levels has coordinated with member organizations to deploy and build over 130 models of "Commune self-managed environmental protection", pilot models of waste collection, classification and treatment at source in residential communities. From these positive results, Bac Kan province is continuing to direct the Fatherland Front at all levels to replicate self-managed models of environmental protection in residential communities to connect and mobilize people's participation and contribution to the process of building new rural areas and civilized urban areas in the locality.
