There are currently nearly 1,000 industrial production establishments in the province, most of which operate in Nghi Son Economic Zone, industrial parks (IPs), and industrial clusters (ICs) in the province. Industrial production establishments play an important role in the development of the province, promoting economic growth, creating jobs and income for workers, but also have negative impacts on the environment, such as air pollution, water pollution, soil pollution, etc.
Workers of Wellena Company in Dinh Lien commune, Yen Dinh district produce shoes for export.
At Dinh Huong - Tay Bac Ga Industrial Park (Thanh Hoa City), enterprises operate in many different fields and manufacturing industries such as mechanics, auto repair, packaging production, ceramic tiles, wooden furniture, pharmaceuticals, food, etc. Every day, enterprises discharge a large amount of waste and wastewater. Recently, Thanh Hoa City People's Committee has coordinated with functional units of the Department of Natural Resources and Environment to regularly inspect the actual situation and compliance of enterprises in the industrial park with environmental sanitation. Through inspection, the authorities have discovered a number of violations, however, these are all minor violations, allowing enterprises to self-correct, learn from experience and commit not to repeat the violations. Thanks to that, the production and business activities of enterprises in Dinh Huong - Tay Bac Ga Industrial Park are ensured, environmental sanitation does not become a hot issue, and does not negatively impact neighboring residential areas.
As for Le Mon Industrial Park, Hoang Long Industrial Park (Thanh Hoa City), and the Industrial Park in Dinh Lien Commune (Yen Dinh) are home to many large enterprises in the fields of garment, leather shoes, food production, fertilizer, ceramic tiles, interior and office equipment... Previously, in these areas, there were environmental violations that were handled by the authorities. To ensure environmental protection, in recent years, the authorities have implemented many drastic measures for enterprises to strictly implement environmental sanitation. For example, garment and leather shoe enterprises need to build and operate a system to collect, classify and treat waste according to regulations, and wastewater discharge must go through a treatment system before being discharged into the common drainage system in the industrial park and industrial park.
In recent years, environmental protection work for industrial production establishments in the province has been led, directed and managed by the Party Committee and authorities from the province to the grassroots level and has achieved many positive results. Currently, 28 establishments in the production group with large emission sources have installed automatic environmental monitoring data transmission to the Department of Natural Resources and Environment with 108 stations (including 32 wastewater monitoring stations, 76 emission monitoring stations) contributing to increasing the effectiveness of monitoring waste quality before discharging into the environment at the establishments. According to the report of the Department of Natural Resources and Environment, in order to treat solid waste (CTR) in industrial parks and industrial clusters, most manufacturing enterprises have treated CTR by burning, using fuel for boilers, filling materials, recycling or contracting with units with collection and treatment functions... Therefore, the average treatment volume in industrial parks and industrial clusters reaches over 90%.
However, at some stone and construction material processing facilities, the collection and treatment of industrial solid waste is still limited; there is still a situation of bulky gathering, encroachment on the area, causing loss of aesthetics of the area. Untreated or incompletely treated solid waste causes many environmental pollution problems, typically: Yen Lam town industrial park (Yen Dinh); Ha Phong industrial park (Ha Trung)... Regarding wastewater treatment, most of the garment and footwear production facilities in industrial parks and industrial parks are foreign-invested facilities and have built wastewater treatment systems. Construction material production facilities and mineral processing facilities mainly use settling pits and settling ponds to collect and treat wastewater... However, there is a risk of leakage and discharge into the outside environment when the amount of wastewater exceeds the capacity. In particular, paper production and forest product processing facilities in industrial zones have wastewater characteristics that are concentrated due to long-term soaking and incubation, with large amounts of alkali and oxidation, so wastewater treatment costs are high; if not thoroughly treated, there is a risk of leakage that will cause serious pollution to aquatic life.
To enhance the effectiveness of state management of environmental protection in industrial production activities in the province towards sustainable development, the Department of Natural Resources and Environment has advised the Provincial People's Committee to continue promoting propaganda to raise awareness of responsibility of enterprises in environmental protection; shorten the time for appraisal and issuance of environmental licenses; urge production establishments to invest in construction and operation of environmental treatment systems; review all establishments that generate wastewater and emissions at discharge points with large volumes, and require the installation of automatic monitoring stations according to regulations to be completed before January 1, 2025...
