– Since 2020, the quality of surface water in ponds, lakes, rivers and streams in Lang Son city has been increasingly improved compared to the previous period. However, at some points, the quality of surface water in some areas shows signs of local pollution of organic matter due to the direct impact of untreated wastewater from residential areas and production and business establishments.
Currently, Lang Son city has 14 lakes that have not been filled in to prevent flooding, regulate and protect water resources; 19 dams and irrigation canals serving agricultural and forestry production and about 20 km of rivers and streams in the city. According to the assessment of the authorities, the water quality in reservoirs such as Tham Sinh, Phai Chia, Po Luong, Na Cau, Na Tam, Bo Chuong, Bo Diem... is still good because the lakes are located far from residential areas, and the water sources are less polluted. For lakes, ponds, rivers and streams located in the inner city of Lang Son such as Phu Loc IV lake, Phai Loan lake, Lao Ly stream, Hang Hui pond, Ngoc Tuyen stream, the water source shows signs of local pollution by organic matter.

One of the causes of pollution in lakes, ponds, rivers and streams in the inner city of Lang Son comes from untreated wastewater discharged directly into lakes, ponds, rivers and streams.
Phu Loc IV Lake has an area of about 1.4 hectares, located in Phu Loc IV urban area between Hoang Van Thu ward and Vinh Trai ward. According to research, there are 4 water sources leading to Phu Loc IV Lake, including 1 surface water source from Na Tam Lake and 3 wastewater collection and drainage systems flowing into Lao Ly stream and leading to Phu Loc IV Lake including: wastewater drainage system from local industrial cluster No. 2, Cao Loc residential area; wastewater drainage system of Phu Loc I, II, III urban areas; wastewater drainage system from Cao Loc town area connecting with the wastewater drainage system of residential area on Tran Phu street, Hoang Van Thu ward.
Mr. Dinh Quang Vinh, Deputy Director of the Urban Drainage Branch of Lang Son City under Lang Son Water Supply and Drainage Joint Stock Company, said: The reason why there are times when Lao Ly stream and Phu Loc IV lake have a foul smell and pollute the environment is because the wastewater from the source has not been controlled. Especially at slaughterhouses concentrated in the area bordering Phu Loc I, II urban areas and some frozen chicken feet processing factories in the area. There are many times when the PS 14 wastewater pumping station, the connecting area between Phu Loc IV and Phu Loc III urban areas, is often overloaded due to the large amount of untreated wastewater discharged. From here, the wastewater flows directly into Lao Ly stream and into Phu Loc IV lake, leading to water stagnation and environmental pollution.
In the area of Ngoc Tuyen stream flowing through Nhi Thanh cave in Tam Thanh ward, according to Report No. 31 dated March 20, 2023 of Tam Thanh ward People's Committee, there are times when Ngoc Tuyen stream has a foul smell, the cause is due to stagnant water source not being circulated.
Faced with the fact that controlling wastewater sources for treatment before discharging into the environment is facing many difficulties, Mr. Nguyen Van Hanh, Chairman of the City People's Committee, said: In order to fundamentally overcome the shortcomings in controlling wastewater sources in the area, in March 2023, the City People's Committee directed wards, communes, and functional departments of the city to implement a number of engineering and non-engineering solutions to minimize the discharge of wastewater polluting the environment in lakes, ponds, rivers and streams in the inner city of Lang Son city. In particular, the city requires wards and communes to coordinate with functional departments and units to strengthen measures to control centralized slaughterhouses, laundries, and manufacturing enterprises that generate waste sources; dredge stagnant mud and soil at some key locations in the city's general wastewater drainage system.
At the same time, wards and communes have stepped up propaganda to residential areas to encourage people and business owners to comply with state regulations on environmental protection such as: not discharging waste into the environment when wastewater has not been treated; incorporating environmental protection into village covenants and conventions, and building new rural cultural families. In the first quarter of 2023, wards and communes have organized more than 100 propaganda sessions with the participation of nearly 3,000 households participating in environmental protection work.
For key areas such as Phu Loc IV Lake; Ngoc Tuyen Stream, the City Department of Natural Resources and Environment is currently coordinating with the City Department of Urban Management to develop a plan to dredge and collect mud and trash in the following areas: settling tank near 37m road; Lao Ly stream area before PS4 dam; settling tank at the head of Phu Loc IV Lake; developing a plan to treat wastewater sources in the upstream area of Ngoc Tuyen Stream.
Environmental protection, especially in lakes, ponds, rivers and streams in Lang Son city, is a very important issue and has been resolutely implemented by the City People's Committee. However, in order to be able to handle and protect the environment in lakes, ponds, rivers and streams, in addition to strengthening measures to control discharge, the city also needs to prioritize resources to invest in a synchronous system of wastewater collection and treatment infrastructure in the area. Only then can the problem of wastewater treatment in the city be solved in the process of rapid urbanization as it is today.
