On April 18, the Social Insurance of Region VII announced that it had issued a document directing the Social Insurance of Thanh Chuong - Nam Dan districts to establish a working group to review all insurance collection at schools in the area.
Accordingly, the working group is responsible for comparing the records of social insurance, health insurance, and unemployment insurance payments for cases whose salary grades have been reclassified according to Inter-sectoral Instruction No. 884/HDLN dated June 29, 2007.
At the same time, clarify the expense of more than 331 million VND recorded in the working minutes dated May 15, 2012 between the professional departments of Nam Dan district and the district Social Insurance. Clearly identify which schools and teachers Nam Dan district Social Insurance has collected the arrears, and during which period... In case of difficulties or problems, the working group must immediately report to the Social Insurance of Region VII for handling.
The People's Committee of Nam Dan district is also coordinating with functional departments and the district Social Insurance to continue reviewing records and verifying each case to have appropriate handling directions, avoiding causing disadvantages to workers and ensuring transparency in implementing insurance policies.

As reported, in the process of reviewing retirement records for a number of teachers, Nam Dan District Social Insurance discovered 311 cases of unpaid insurance premiums, with a total amount of arrears of nearly 4.6 billion VND.
By the end of March, Nam Dan District Social Insurance continued to review and discovered 141 more teachers and school staff who owed insurance money.
The cause was determined to be that before 2006, the People's Committee of Nam Dan district signed labor contracts with teachers and employees with fixed salaries and did not fully apply the insurance regime.
Then, according to Decision 3434/UBND-VX dated June 26, 2006 of Nghe An Provincial People's Committee and Inter-sectoral Instruction No. 884/HDLN dated June 29, 2007, these subjects were transferred to a new salary classification, leading to the arising of an unpaid insurance difference.
