Social Insurance Region IV (Binh Duong): Determined to achieve higher results, ensuring social security in the area

Overcoming shortcomings and limitations

Social Insurance (SI) Region IV ( Binh Duong ) officially operates under a new name from April 1, 2025. Immediately after taking office, Mr. Dang Hong Tuan continuously inspected and worked with SI units under key districts and cities.

In Ben Cat City, Mr. Dang Hong Tuan requested the city's Social Insurance to immediately focus on reviewing and evaluating the results of implementing assigned targets and tasks. Clearly identify existing problems and limitations and propose effective solutions to overcome them for development. Some key tasks in 2025 are to continue promoting the application of information technology and digital transformation in all business processes. Strengthen the collection of social insurance, health insurance (HI), unemployment insurance (UI), and reduce late payment fees to ensure the completion and exceeding of assigned targets.

With the development of voluntary social insurance participants, family health insurance must be implemented in a diverse manner, suitable for each locality and each group of subjects. Improve the quality of social insurance, health insurance, and unemployment insurance regimes, ensuring the legitimate rights of participants.

Recently, when working with the Social Insurance of Thuan An City, Mr. Dang Hong Tuan requested the unit to closely coordinate with agencies, departments, and localities in implementing insurance policies for the people. The unit needs to promote propaganda and mobilize people and businesses to participate in social insurance and health insurance, especially potential subjects such as individual business households, freelance workers, households, students, etc.

Through working at many affiliated units, Mr. Dang Hong Tuan emphasized: Social insurance units in districts and cities in the province need to focus on improving the quality of service to people and businesses in the best way. Strengthen inspection and supervision of the implementation of social insurance and health insurance policies; prevent fraudulent acts and profiteering from the Social Insurance and Health Insurance Fund.

According to Mr. Dang Hong Tuan, in order for the new Social Insurance Department of Region IV to operate more effectively, the units will continue to reform administrative procedures, apply information technology, digital transformation, and improve the professional qualifications of officials and civil servants. Create the most favorable conditions for people and businesses when transacting with the Social Insurance agency. The settlement of social insurance, health insurance, and unemployment insurance regimes for participants, ensuring the legitimate rights of employees and people are implemented promptly and in accordance with regulations.

According to Social Insurance Region IV, in Binh Duong province, there are currently 36,958 people receiving monthly pensions and social insurance benefits. Of these, 2,744 people receive cash; 34,214 people receive via ATM accounts (reaching 92.6%).

To achieve the set targets, recently, the Social Insurance of Region IV has coordinated with Social Insurance units of districts, cities, Post Offices at all levels, Market Management Boards, Steering Committees for the implementation of Social Insurance and Health Insurance policies to launch and communicate in small groups to each household, markets, and densely populated areas to develop social insurance and health insurance participants. In this campaign, Social Insurance of Region IV and the Provincial Post Office strive to mobilize more than 7,000 participants. Of which, 875 people participate in voluntary social insurance, 6,570 people participate in health insurance.

Serve the people well

Implementing the direction of Vietnam Social Security on the timely and uninterrupted payment of pensions and monthly social insurance benefits to beneficiaries, on the first day of April 2025, when the new regional social insurance apparatus came into operation, Social Security Region IV established a monitoring team at payment points to grasp the payment situation to ensure compliance with regulations and serve the people well.

In Dau Tieng district, Mr. Dang Hong Tuan, as head of the delegation, conducted supervision at Thanh Tuyen Commune Post Office and Dau Tieng Town Post Office. Here, Mr. Dang Hong Tuan directly worked with the Post Office leaders and staff on the payment process for authorizing the receipt of pensions on behalf of others; met, discussed, and inquired about the health of those who came to receive pensions and social insurance benefits; listened to people's opinions on the policies they are enjoying, difficulties when going to health insurance examination and treatment, the quality of examination and service of medical facilities, etc.

In practice, Mr. Dang Hong Tuan has recorded and enthusiastically explained people's questions about social insurance policies, health insurance examination and treatment, and the benefits of participating in social insurance and health insurance to receive pensions and better health care.

Through the monitoring session, Mr. Dang Hong Tuan said that although Dau Tieng is a district-level unit of the province, the infrastructure of banks has not yet covered, but the payment of pensions and allowances via ATMs in the area has reached a high rate. The organization of payment at the two points ensures compliance with regulations, is timely, and creates satisfaction for the people. "In the coming time, the district Social Insurance needs to promote digitalization in management at post offices. Next is to carry out propaganda and timely answers about social insurance and health insurance policies for people, especially mobilizing participation in voluntary social insurance and family health insurance", Mr. Dang Hong Tuan, Director of Social Insurance Region IV (Binh Duong) directed.

In 2024, Binh Duong will have 1,113,428 people participating in compulsory social insurance, reaching 100.03% of the annual plan, an increase of 52,034 people; 14,125 people participating in voluntary social insurance, reaching 100.07%; 1,094,369 people participating in unemployment insurance, reaching 100.02% of the plan, an increase of 51,742 people; 2,633,132 people participating in health insurance, reaching 100.05% of the plan, an increase of 82,252 people. Total revenue is nearly 29,000 billion VND, an increase of more than 2,051 billion VND compared to 2023 and reaching 100.01% of the annual plan.
