Deputy Prime Minister Tran Hong Ha requested this when concluding a meeting with ministries and branches on the draft decree regulating policies to support the prevention and control of animal diseases in livestock farming (draft), on April 24.
According to the draft developed by the (former) Ministry of Agriculture and Rural Development , the expected level of support for damage to livestock and aquaculture will increase by 1.5-2 times compared to before.
This support level is based on a survey of current actual costs of livestock and aquaculture, taking into account inflation, the state budget's ability to pay, and the principle that "the State only provides partial support, without compensating for damages".
The level of support for those participating in the fight against the epidemic for those who do not receive a salary is basically built in accordance with the average wage level for ordinary workers and the toxicity and danger of the work, especially the risk of infection with dangerous infectious diseases such as avian influenza, rabies, anthrax, etc.
At the meeting, the Deputy Prime Minister emphasized that the epidemic situation, especially in the field of aquaculture, is still very complicated.
At the same time, epidemic prevention work also revealed limitations such as lack of initiative, unclear assignment of responsibilities, management decentralization, and task assignment.
"This Decree needs to demonstrate innovation in thinking, methods, approaches, support mechanisms, and investment in disease prevention and control compared to before," said the Deputy Prime Minister.
The Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to comprehensively review the draft decree, ensuring that the name, scope and subjects of regulation are consistent with the core content of disease prevention and damage recovery support.
The Deputy Prime Minister emphasized that policies related to epidemic prevention and damage recovery support must be completed and fully integrated into the decree, ensuring consistency, synchronization and avoiding overlap.
In particular, it is necessary to clarify the process of implementing epidemic prevention activities at small-scale livestock farms, concentrated livestock farms, and industrial-scale farms.
In which, industrial-scale concentrated livestock farms must have a well-trained anti-epidemic force, "right person, right job".
When an epidemic occurs in small-scale livestock farms, local specialized agencies such as veterinary, environmental, and preventive medicine are responsible for advising, mobilizing, and coordinating forces to fight the epidemic.
The Deputy Prime Minister also assigned the Ministry of Agriculture and Environment to continue researching regulations on insurance in livestock farming, especially for businesses, large-scale livestock farms, and production chains, to avoid the situation of "enjoying profits, and leaving the State to take care of epidemics".
