Faced with the developments of the epidemic situation among livestock and poultry in the country in general and Quang Tri province in particular in the first months of 2025 and the risk of the epidemic continuing to increase in the coming time, seriously affecting the health and lives of people and the environment, food supply, today, April 10, Acting Chairman of the People's Committee of Quang Tri province Ha Sy Dong signed and issued a document to provincial departments, branches, sectors, and organizations; People's Committees of districts, towns, and cities to synchronously, drastically, and effectively deploy solutions to prevent and control livestock and poultry diseases in Quang Tri province.

Accordingly, the Provincial People's Committee requests directors of departments, heads of provincial-level departments, branches, and organizations and chairmen of district, town, and city People's Committees, depending on their functions and tasks, to urgently focus on implementing well the directives of the Prime Minister and the Provincial People's Committee on strengthening disease prevention measures and promptly vaccinating livestock.

Mobilize legal resources to completely handle outbreaks, prevent disease outbreaks, and limit the occurrence of new outbreaks. Declare epidemics and organize measures to handle outbreaks according to regulations. Proactively implement measures and policies to support livestock farmers affected by epidemics in accordance with legal regulations.

Timely detect, prevent and strictly handle cases of: buying, selling, transporting animals, dumping dead animals causing disease spread, environmental pollution; cases of hiding diseases, slow reporting causing disease spread; livestock owners do not declare livestock activities and vaccinate livestock with vaccines: avian influenza, foot and mouth disease, lumpy skin disease in cattle and buffalo, rabies in dogs and dual vaccine for pigs (cholera + septicemia + paratyphoid in pigs) if infected, resolutely destroy and do not provide support.

Do not let the arrangement of local organizations and apparatus affect the work of disease prevention and control. Allocate funds and organize the purchase of all types of vaccines (from the district budget) to promote vaccination of livestock, ensuring that at least 80% of the total existing herd is vaccinated.

Strengthen information and propaganda work in a wide range of forms and contents suitable for each target group, raising people's awareness and responsibility about the risk of disease outbreaks and disease prevention measures. Organize working groups to inspect and urge animal disease prevention, especially vaccination for livestock; build disease-free livestock farming chains, facilities and areas. Strengthen professional and technical guidance, guidance, implementation organization, inspection and supervision of the implementation of disease prevention and control between animals and humans.

Particularly for the People's Committee of Hai Lang district, focus on directing and mobilizing legal resources to completely handle the A/H5N1 avian influenza epidemic in Tram Ly village, Hai Quy commune according to the instructions of specialized agencies, not to spread the disease, limit the occurrence of new outbreaks; resolutely and strictly handle cases of buying, selling, transporting animals, and dumping dead animals that spread the disease and pollute the environment. Organize vaccination to surround the outbreak and deploy mass vaccination in the district, ending before April 30, 2025.
