Ensure the progress of the dossier of the Decision on adjusting the National Target Program for ethnic minorities and mountainous areas

Also attending the meeting were Minister of Ethnic Minorities and Religions Dao Ngoc Dung and leaders of relevant ministries and branches.

Speaking at the opening of the working session, the Deputy Prime Minister said that the Program has received special attention from the Party, the National Assembly , the Government and the people. The Program has also achieved many positive results, with 6 groups of targets that can be achieved and 3 groups of targets that are difficult to achieve.

The program has a wide scope, many beneficiaries, diverse content, and belongs to many management areas of ministries and branches.

To achieve the goals set out in the Program for the entire period, remove difficulties and obstacles, speed up capital disbursement, and bring practical results to people in ethnic minority and mountainous areas, the Deputy Prime Minister requested ministries, branches, and localities to agree on the following principles: First, closely follow the policies of the Party, the National Assembly, and the Government. Second, organize the implementation of agreed, mature, and clear tasks; and study and revise issues with different opinions or those that have been developed but are not feasible.

At the meeting, representatives of the Ministry of Ethnic Minorities and Religions and relevant ministries and branches reported on a number of contents with different opinions on the adjustment dossier of the Program.

Concluding the meeting, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of the Ministry of Ethnic Minorities and Religions in chairing the discussion, supplementing and adjusting some contents in the program. However, there are still different opinions. In that spirit, the meeting aims to unify the implementation of the Program, which is highly feasible but the total capital remains unchanged and the capital source remains unchanged.

Through the discussion of the delegates attending the meeting, the Deputy Prime Minister gave his opinion on the authority to decide on adjusting the implementation subjects and some contents of the Program; the issue of adding content to the design dossier, inspection and acceptance costs, adjusting beneficiaries, transitional mechanisms, etc.

The Deputy Prime Minister assigned the Ministry of Ethnic Minorities and Religions to urgently report to the Prime Minister for consideration and amendment of Decision No. 39 of the Prime Minister stipulating principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025, ensuring immediate implementation of the above content when there is a decision on adjustment.

The Deputy Prime Minister also assigned the Ministry of Ethnic Minorities and Religions to absorb the opinions of the delegates and the Government Office to urgently draft a notice concluding the meeting, on that basis, complete the documents to submit to the Prime Minister before April 25.
