Removing difficulties and obstacles in medical examination and treatment

Opening the morning session, on behalf of the Government, presenting a report on the draft Law amending and supplementing a number of articles of the Law on Health Insurance, Minister of Health Dao Hong Lan said: The draft law is designed to ensure that people can participate in health insurance according to appropriate groups of subjects; ensure the rights of health insurance participants in accordance with health care needs, professional requirements, technical expertise in medical examination and treatment and the payment capacity of the health insurance fund.

In addition, the draft law will facilitate the provision and use of health insurance examination and treatment services; improve the efficiency of grassroots health care operations, pay attention to primary health care; improve the efficiency of management and use of health insurance funds. Accordingly, the draft law amends and supplements 40 articles on health insurance participants, payment responsibilities, benefits, scope of benefits, organization of health insurance examination and treatment, fund management...; the subjects of application are domestic organizations and individuals and foreign organizations and individuals in Vietnam related to health insurance.

In the preliminary review report of the above draft law, Chairwoman of the Social Committee Nguyen Thuy Anh said that the Standing Committee of the Social Committee basically agreed with the draft law; at the same time, it requested the drafting agency to carefully assess the impact as a basis for including the contents in the draft law; continue to review to limit the provisions in the draft law on issues with many different opinions and viewpoints that affect the progress of the draft law.

Commenting on the draft law, National Assembly Chairman Tran Thanh Man emphasized that when amending the above law, it is necessary to base on the cause of the problem to solve it fundamentally, not just handle it when public opinion is "here and there". Expanding the subjects participating in health insurance to move towards universal health insurance, however, the Drafting Committee needs to carefully review to ensure fairness, not omitting subjects, not reducing or losing benefits in support of health insurance participation compared to the present; paying special attention to subjects with meritorious services, ethnic minorities, and people living in difficult areas.

He suggested that fairness and specific calculations regarding financial benefits and feasibility must be ensured; there must be a roadmap for developing health insurance policies so that when purchasing health insurance, patients can receive medical examination and treatment nationwide. The amendment of the Health Insurance Law must closely follow the Party's resolutions and ensure consistency with relevant legal provisions.

It is necessary to consider the scope of law amendments to focus on the contents that really need to be amended, to remove the shortcomings, obstacles and difficulties that have been summarized through practice, and to carefully research to ensure feasibility when the Law is promulgated.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Khac Dinh said that the report needs to clarify the achievements and results of the health and health insurance sectors in recent years; at the same time, it is clear that the sector has clearly recognized the shortcomings and limitations in operations, thereby having a specific plan to overcome them in the coming time.

Laws promulgated by the National Assembly need to be simple, general, and have a vision; for issues that are not under the authority of the National Assembly, they can be decentralized to the Government, ministries, branches, localities, and health insurance agencies according to their authority to ensure the speed of law making, promulgation, and enforcement.

Concluding the working session, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that the National Assembly Standing Committee acknowledged and highly appreciated the efforts of the Government, directly the Ministry of Health, in developing and completing the above draft law dossier. Because the draft law is submitted to the National Assembly for consideration and approval under a shortened procedure at one session, only a number of articles of the current law are amended and supplemented to resolve some urgent problems and shortcomings; the Government is requested to continue studying and completing the draft law dossier to submit to the National Assembly at the 8th session.

Develop a team of teachers sufficient in quantity and good in quality

In the working session yesterday morning, the National Assembly Standing Committee gave opinions on the draft Law on Teachers. Authorized by the Government, presenting the draft Law on Teachers, Deputy Minister of Education and Training Pham Ngoc Thuong said that the development of the draft law aims to fully and promptly institutionalize the Party and State's guidelines, policies and strategies on teachers, especially the viewpoint that "Developing education is the top national policy", teachers "play a decisive role in ensuring the quality of education".

In addition, perfecting a synchronous, unified, and comprehensive legal framework to create a legal basis for implementing the core and consistent goal of building and developing a team of teachers with sufficient quantity and good quality; honoring teachers and motivating teachers and learners, creating conditions for teachers to feel secure in their work, love their profession, be dedicated and responsible for their profession.

Presenting the preliminary review report of the Teachers Law project, Chairman of the Culture and Education Committee Nguyen Dac Vinh said: The Standing Committee of the Committee basically agrees with the necessity of developing the Teachers Law project; believes that there should be support policies and policies to attract teachers; however, it is necessary to assess the impact, identify the beneficiaries of the teachers, and resources to ensure the implementation of the policy.

There are suggestions that it is necessary to review support and attraction policies to avoid duplication or omission of subjects; supplement policies to attract people with excellent academic performance to study pedagogy, and retain excellent students to stay at school as university lecturers.

Through discussion, members of the National Assembly Standing Committee highly appreciated the efforts of the drafting agency and the reviewing agency for their close coordination, serious research, and building of a fairly complete draft law dossier, ensuring compliance with regulations.

The National Assembly Standing Committee agreed in principle and requested the agency in charge of drafting the Government report to focus on absorbing the opinions of the National Assembly Standing Committee and the preliminary review opinions of the Committee on Culture and Education; continue to seek opinions from experts and managers to complete the draft law in the spirit of caution, consistency, breakthrough, practicality, efficiency and must resolve outstanding issues.

Referring to the above issue, National Assembly Chairman Tran Thanh Man said that the promulgation of the Law on Teachers needs to clarify the specific policies for teachers; requested the drafting agency to listen to the opinions of those affected by state management agencies, and only stipulate in the draft Law issues that are mature, clear, and tested in practice.

The drafting of the Law must ensure prudence, consistency, quality, and policy breakthroughs, but not break the structure of the current legal system...

Raising awareness of traffic participants

In the afternoon, the National Assembly Standing Committee reviewed the report of the monitoring delegation on “Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023”. Deputy Prime Minister Tran Hong Ha attended.

At the meeting, the majority of opinions emphasized that through supervision, the selection of the topic was very correct, accurate, close to the actual situation, meeting the practical needs and expectations of the people.

During the monitoring process, the monitoring team closely coordinated with the Government, ministries, branches, localities, and relevant agencies to work urgently. The summary report has many synchronous and comprehensive contents in all transport fields with information data.

The report on the results of the monitoring was prepared very thoroughly, however, National Assembly Chairman Tran Thanh Man suggested that the report should be condensed and evaluated more carefully in the work of propaganda, dissemination and education of laws on traffic safety; and people's awareness in complying with traffic safety order. The documentary film on the topic of monitoring has a very rich content but also needs to be more concise and focused.

The final important emphasis is that after the supervision, a resolution on the supervision topic is issued. The National Assembly Chairman clearly stated that the resolution must reflect the assessment report in a consistent manner. At the same time, recommendations and solutions are also very important, so they must be specific and clear, not written in general terms.

Emphasizing the information and propaganda work in the coming time, the National Assembly Chairman suggested that the National Assembly's press agencies in particular and press agencies in general, through the monitoring topic, continue to propagate on ensuring traffic order and safety, emphasizing road traffic safety, especially propaganda on the Road Law and the newly issued Law on Road Traffic Order and Safety.

Concluding the session, Vice Chairman of the National Assembly Tran Quang Phuong emphasized that the National Assembly Standing Committee requested the monitoring delegation to continue to study and absorb the opinions of the National Assembly Standing Committee, review the report to unify both the structure and content in each field; review complete and accurate data, clearly identify the responsibilities of relevant agencies, organizations and individuals; specific solutions and proposals, closely following the reality, attaching the responsibilities of each subject according to the provisions of law, ensuring feasibility; at the same time, the report needs to affirm the outstanding advantages and achievements that have an impact on socio-economic development; supplement the assessment of outstanding advantages in planning, infrastructure investment policies, etc.
