On behalf of the National Assembly Standing Committee, Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie Kdam presented a report on receiving, explaining and revising the draft resolution on thematic supervision "Implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period".

Accordingly, some National Assembly deputies suggested not to include the content "Allowing the state budget capital in 2022 (including the capital in 2021 transferred to 2022) that has not been fully disbursed in 2023 to be extended to 2024 for ministries, central agencies and localities to continue implementing" in the Resolution because the Government has not reported to the National Assembly on this content and the National Assembly Resolution on the state budget estimate in 2024 has allowed the extension of capital in 2023; allowing the extension of capital causes great waste, increases interest payments and state budget deficit.
The National Assembly Standing Committee explained that the Government has submitted Document No. 614/TTr-CP dated November 1, 2023 to the National Assembly for consideration of extending the implementation period and disbursement of state budget capital in 2022 (including capital in 2021 transferred to 2022) of national target programs that have not been fully disbursed in 2023 to be implemented in 2024.
After reviewing the Government's Proposal and the appraisal opinions of the Finance and Budget Committee, the National Assembly Standing Committee found that, from a careful analysis of objective and subjective causes assessing the impact on state budget revenue and expenditure, allowing the extension of the above capital is necessary to ensure resources to implement support policies for poor households, near-poor households, and ethnic minorities. Notice No. 3155/TB-TTKQH dated November 25, 2023 agreed to allow the Government to submit to the National Assembly for consideration and resolution on the state budget capital in 2022 (including capital in 2021 transferred to 2022) that has not been fully disbursed in 2023 to be extended to 2024 so that ministries, central agencies and localities can continue to implement it.
In order to extend the implementation time and disbursement of capital effectively and without causing waste, the draft Resolution stipulates that the Government is responsible to the National Assembly for the accuracy of the data and the implementation and disbursement of the above-mentioned extended capital to ensure the right purpose, efficiency and economy; direct ministries, central and local agencies to make payments and finalize state budget capital in accordance with the provisions of law. Therefore, the National Assembly Standing Committee proposes to keep this provision in the draft Resolution.

Some National Assembly delegates suggested that the pilot decentralization to the district level should be considered and assigned to the province to be responsible for implementation; decentralization should not be piloted in a few districts but implemented simultaneously in all districts. Regarding the Resolution on a number of specific policy mechanisms, including the pilot decentralization mechanism to the district level, it is necessary to clarify the role of the People's Council and the Provincial People's Committee.
According to the explanation of the National Assembly Standing Committee, Resolution No. 100/2023/QH15 on questioning activities at the 5th Session, the 15th National Assembly assigned the Government to study and propose a pilot implementation of decentralization to the district level to proactively decide and adjust the capital structure and list of investment projects to implement national target programs in the area, and report to the National Assembly when conducting thematic supreme supervision on 3 national target programs at the 6th Session.
The pilot is to summarize, evaluate, and test the effectiveness, feasibility, or impact of the pilot before widely implementing it. Therefore, the Government will propose a suitable plan when submitting this content to the National Assembly, including the role and responsibility of the People's Council and the Provincial People's Committee.
At the session, the National Assembly voted to pass a Resolution on thematic supervision of "Implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period" with 459 delegates in favor, accounting for 92.91% of the total number of National Assembly delegates.
