Deputy Prime Minister Tran Hong Ha has just signed Directive 02/CT-TTg dated January 26, 2024 of the Prime Minister on strengthening coordination between schools, families and society in preventing school violence, crime and social evils among students.

Establish a regular and ad hoc reporting mechanism on school violence prevention.
In the Directive, the Prime Minister requested the Ministry of Education and Training to continue to thoroughly grasp and strictly direct the implementation of regulations, tasks and solutions on coordination between families, schools and society in ensuring a safe, healthy and friendly educational environment, preventing and combating school violence; preventing crimes and preventing violations of the law; educating ethics, lifestyle; behavioral culture, life skills among students as stipulated in documents of the Party, Government, Prime Minister and the Ministry of Education and Training. Promptly amend, supplement or promulgate new relevant regulations.
Direct training and fostering facilities for teachers and educational managers to focus on innovating the content, methods and forms of life skills education; strengthen training for management staff, homeroom teachers, teachers and staff in charge of psychological counseling, Youth Union, Association and Team work on skills to deal with social networks related to school violence, safety education, crime prevention and social evils for children, pupils and students; enhance skills to handle situations related to the emergence of school violence; enhance the responsibility of heads of educational institutions in ensuring the safety of schools under their charge.
Direct educational institutions to coordinate with local agencies and departments to build and synchronize the data management system for student information in the area to monitor, promptly receive information, coordinate processing and statistics, and report on violations of the law and social evils, and acts of school violence related to children, students, and pupils.
Organize inspections, assessments and develop regular and ad hoc reporting mechanisms on school violence prevention, crime prevention and social evils prevention in schools. Direct educational institutions to coordinate with local authorities and police to effectively implement the meeting regime on school security, order and safety.
Control and screen movies with violent content among students
The Prime Minister requested the Ministry of Public Security to direct local police to strengthen measures to ensure security, safety and social order in school areas. Implement well the system of exchanging information on school security, order and safety with the authorities and educational institutions.
Regularly inspect, review, detect, combat and handle illegal drug use in school areas, in bars, karaoke bars and dance clubs; destroy drug use venues and gathering places.
The Ministry of Labor, War Invalids and Social Affairs directs and guides vocational training institutions to implement solutions for coordination between schools, families and society in preventing school violence, crime and social evils among students.
Preside over and coordinate with relevant agencies and organizations to develop, guide and organize the implementation of policies, laws, programs and plans on child protection; increase children's participation in issues of preventing and combating violence, abuse, crimes and social evils related to children; direct and guide the coordination between social work services, child protection services and school counseling work; effectively manage the National Child Protection Hotline 111 to detect early and promptly intervene in children who are victims of school violence, law violations and social evils.
The Ministry of Culture, Sports and Tourism promotes propaganda work, promotes the role and responsibility of families and cultural organizations in coordination with schools; strengthens the role of cultural institutions in preventing school violence, crime and social evils; develops guidance documents, communication channels, and training courses to improve educational capacity for parents, children, youth, students in ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions. Controls and filters films with violent content among students to avoid negative impacts.
The Prime Minister requested the Ministry of Information and Communications to direct press agencies, radio and television stations, and telecommunications enterprises to raise awareness and responsibility of parents and social forces in coordinating with schools in preventing and combating school violence, crimes, and social evils against children, students, and pupils; and to control and filter social networking sites with violent content among pupils and pupils to avoid negative impacts.
The Ministry of Health shall strengthen coordination with the Ministry of Education and Training in guiding and organizing the implementation of school health work to ensure physical and mental health care and disease prevention for children, pupils and students in educational and training institutions; coordinate training and guidance on issues of sex education, reproductive health, and drug prevention in schools; protect children, pupils and students from the risk of accidents and injuries; have solutions to manage and prevent the use of tobacco and e-cigarettes; develop regulations for inter-sectoral coordination in the prevention, control and intervention of children, pupils and students who are victims of school violence, crime and social evils.
The People's Committees of provinces and centrally run cities shall review, amend, supplement or promulgate new regulations on coordination between schools, families and society in preventing school violence, preventing crimes and social evils among students in accordance with local realities; direct local authorities to strengthen management, propaganda and mobilize accommodation establishments for students to do a good job of coordinating with schools and families in managing students in the area...
