Proactively prepare early and from afar

At the end of March, immediately after receiving the task assigned by their superiors, in less than 20 hours, 30 military medical officers and staff quickly completed preparations and were ready to depart for earthquake relief in Myanmar. This is the second time that military medical forces have participated in rescue missions and overcome the consequences of natural disasters abroad, the previous one was in Türkiye in February 2023. The number of troops and the amount of material, equipment, medical supplies, and essential goods brought this time are very large, including 40 tons of dry food, 30 tons of goods, supplies, and equipment for the reception, emergency, and treatment of the people of Myanmar; ensuring relief for two weeks, treating 50-100 victims/day.

Previously, from the beginning of 2020, when the Covid-19 pandemic broke out, the General Department of Logistics (now the General Department of Logistics and Technical Services) consulted with the Ministry of National Defense to organize a military-wide epidemic prevention and control drill at 227 bridge points and 267 practice points with the participation of more than 22,000 people; thereby proactively preventing and controlling the epidemic of the entire army and the whole country later. When the epidemic broke out widely, the General Department promptly mobilized and increased forces, means, equipment, and medical supplies; urgently established infectious disease field hospitals; deployed mobile medical teams and teams to support localities in preventing and fighting the epidemic. In two years (2021, 2022), the military medical sector mobilized 12 field hospitals, 63,500 doses of vaccine and 660 mobile medical teams to participate in testing and treating Covid-19 for localities.

Clarifying the work of ensuring military medicine related to TTKC, Colonel Tran Cong Truong, Deputy Director of the Military Medical Department (General Department of HC-KT) said that the Military Medical Department has proactively advised leaders at all levels to prepare forces and means to respond to natural disasters and epidemics, identifying this as a regular combat readiness task in peacetime. To be proactive and improve the capacity to respond to situations similar to TTKT, the military medical sector has determined to do a good job of training, education, and drills; proactively train closely to situations that may occur... Part-time military medical teams and groups are ready to perform disaster emergency tasks, aviation and maritime emergency, disease prevention and control, response to incidents related to food safety, chemicals, and nuclear disasters...

Assessing the direction and assurance of HC and KT related to TTKC, Lieutenant General Tran Minh Duc, Director of the General Department of HC and KT, affirmed that from the above situations related to TTKC, it shows that the HC and KT sector is a force present both before, right when it arises and after the end of the situations, in line with the characteristic of "logistics goes first, stays later". In all 3 stages, the General Department has proactively done a good job of creating sources and reserving HC and KT materials; mobilizing resources, ensuring during and after the situation. The Party Committee and the command of the General Department of HC and KT have directed well the research and forecasting of HC and KT strategies, and well implemented the programs and plans to carry out the tasks of the Central Military Commission and the Ministry of National Defense related to TTKC.

Over the years, the General Department has promptly ensured HC and KT for combat readiness and emergency missions; prioritized units tasked with protecting sea, island and border sovereignty in key areas and preventing and fighting natural disasters, search and rescue... Organized review and adjustment of material reserves, HC and KT equipment for combat readiness missions. Step by step planned and arranged HC and KT positions, prepared HC and KT potential, consolidated organization and forces to suit peacetime requirements and be ready for wartime. Proactively advised and proposed to the Ministry to adjust the arrangement of a number of units and industrial facilities for HC and KT; prioritized investment in building reserve warehouses in key areas, easily divided... Up to now, units in the entire army have basically completed planning HC and KT bases, in line with combat determination and defense planning combined with local socio-economic development.

Perfecting institutions for effective response

According to the leader of the General Department of Administrative Procedures, from the practical implementation of the work of directing and ensuring administrative procedures and procedures related to administrative procedures, it can be seen that the law on administrative procedures and procedures is no longer suitable for the practical development of the country and the Army. Especially when the Covid-19 pandemic broke out, it revealed the limitations and inadequacies in handling administrative procedures and procedures of all levels and sectors. For example, the competent authority has not yet promulgated administrative procedures and procedures, but localities have issued administrative documents restricting citizens' rights, affecting regular activities. In addition, there are many difficulties in mechanisms and policies to ensure administrative procedures and procedures for the Army and militia to perform urgent tasks, provide humanitarian assistance, and provide disaster relief, etc.

According to the leader of the Quartermaster Department (General Department of Logistics and Planning), due to the specific nature of the Army, there are contents and activities that are consistent with this regulation but not consistent with other regulations, making it difficult to ensure material when a situation arises. For example, when a large amount of material needs to be mobilized in a short period of time, there are many procedures that must be submitted to many levels, which is very time-consuming; if we proactively purchase immediately, it is against the law, so if a TTKC occurs, there will be no material guarantee.

In addition, current laws on TTKC still lack enforcement regulations or are not specific on resource mobilization; processes and procedures for purchasing materials and equipment from the state budget in urgent conditions but not to the extent of promulgating TTKC, leading to difficulties and obstacles in implementation.

To effectively respond to situations, the leader of the General Department of Administrative - Economic Affairs said that the Government and the National Assembly need to promptly promulgate and complete the system of legal documents on administrative - economic affairs and direct central departments, ministries and branches to consolidate and build the potential and posture of administrative - economic affairs for the entire people; build a solid administrative - economic affairs in defense areas, ready to meet the requirements of ensuring administrative - economic affairs for the people's war to protect the Fatherland, especially ensuring the situation of declaring administrative - economic affairs, martial law, curfew...

At the same time, all levels need to study and develop a complete system of legal documents related to synchronous administrative and economic work; promulgate regulations on standards for HC and KT material to ensure for officers and soldiers; salary regimes and preferential policies for a number of specific fields in the Army, especially the forces performing tasks in the TTKC. Invest in and promote domestic HC and KT resources, not depending on imported goods... Increase the creation of sources, reserves of HC and KT equipment, materials and human resources suitable for each type of unit, locality and HC-KT specialties to be ready to ensure the TTKC...
