On the afternoon of November 27, with 453/456 National Assembly deputies participating in the vote in favor (accounting for 94.57% of the total number of National Assembly deputies), the National Assembly officially passed the Resolution on investment policy for the National Target Program on Drug Prevention and Control until 2030.
Promoting the combined strength of the political system and the entire population in drug prevention and control
Previously, reporting at the meeting, Chairwoman of the Social Committee Nguyen Thuy Anh said that the name and implementation period of the Program, the Standing Committee of the National Assembly believes that the name "National Target Program on Drug Prevention and Control to 2030" is consistent with the directives and orientations of competent authorities and fully covers the objectives, tasks, activities, and implementation period. Therefore, the Standing Committee of the National Assembly retains the name and implementation period of the Program to 2030 and assigns the Government to summarize the implementation of the Program in 2030, research, and propose the Program for the next phase as stipulated in Point c, Clause 1, Article 2 of the draft Resolution.
Regarding the goals and targets of the Program (Clause 1, Article 1), Chairwoman of the Social Committee Nguyen Thuy Anh said that, taking into account the opinions of National Assembly deputies, the National Assembly Standing Committee has directed the review and revision of the general goals and specific goals to ensure generality, conciseness, comprehensiveness, and the determination of the entire political system. Accordingly, the general goal is re-expressed as follows: "Promoting the combined strength of the political system and the entire people in drug prevention and control; taking the grassroots as the basis for implementation; regularly, continuously and synchronously implementing solutions to improve the quality and effectiveness of drug prevention and control work in all three areas of supply reduction, demand reduction, and harm reduction; contributing to building a safe and healthy society, happy people, and sustainable socio-economic development". At the same time, re-expressing the specific goals to clarify the role of the "demand reduction" goal in drug prevention and control work.
In addition, the Standing Committee of the National Assembly found that although the proposed specific targets were based on a thorough assessment and summary of the implementation of the National Strategy on Drug Prevention and Control in previous stages and the Drug Prevention and Control Program for the period 2021 - 2025, the Standing Committee of the National Assembly believes that only a number of feasible targets should be selected to be included in the draft Resolution and recommends that the Government study and review to reflect the remaining targets in projects implementing the Program and have solutions to ensure implementation, including solutions to train and improve the quality of medical staff...
Expanding international cooperation in the implementation of the Program
Regarding the specific policy mechanism for implementing the Program (Clause 6, Article 1), the National Assembly Standing Committee has directed the review and supplementation of specific policies for implementing the Program and agreed with the Government as stated in Clause 6, Article 1 of the Draft Resolution, specifically as follows: “The National Assembly decides on the total budget for the Program; the Prime Minister assigns the total budget to the provincial level and adjusts it when necessary; the provincial level is responsible for allocating to the district level on the basis of the principle of decentralization and delegation of power. The Government strengthens the urging, inspection and supervision to ensure timely, effective implementation, in accordance with the situation and meeting practical requirements” at Point a and adds the provision “Other specific mechanisms and policies are issued according to shortened procedures and processes to promptly remove difficulties and obstacles and promote the implementation of the Program”.
Regarding the content on the responsibilities of the Government, the Prime Minister and local authorities in implementing the Program (Articles 2 and 3), Chairwoman of the Social Committee Nguyen Thuy Anh said that, taking into account the opinions of National Assembly deputies, the Draft Resolution has stipulated that the Government directs relevant ministries and central agencies to issue guidelines for implementing the Program; strengthen the control, inspection and examination role of state management agencies to promptly adjust any problems arising during implementation at Point d, Clause 5, Article 1, Clause 1, Article 2 and Point d, Clause 2, Article 2 of the draft Resolution.
At the same time, the National Assembly Standing Committee requested the Government to develop a detailed plan for each phase, pay attention to investment divergence, set out an implementation roadmap, have effective solutions, complete the set targets, especially the targets to ensure the conditions of facilities and equipment for facilities performing drug addiction treatment functions; strengthen and expand international cooperation in the process of implementing the Program...
In addition, the Draft Resolution also revised "public drug rehabilitation facilities" to "public drug rehabilitation facilities" to cover all types of facilities that are performing drug rehabilitation.
